Écija definitively approves its 2026 Budget of 55.4 million euros

The Écija City Council has definitively approved the General Budget for 2026, which includes that of the Council itself, its autonomous bodies, and the forecast statements of its municipal companies and foundations, along with the execution bases, the list of job positions, and the personnel staff. The agreement is published in the Official Gazette of the Province of Seville No. 187, Friday, September 25, 2026, pages 91 to 93, with the official reference BOP-SE-2026-187008. The edict is signed by Ana María Carmona Lancharro, Deputy Mayor Delegated for the Area of Finance, Education, Youth, and Sports.

The process began on July 22, 2026, when the Municipal Corporation in Plenary, in an extraordinary session, agreed to the initial approval of the budget project, its execution bases, and the staff of civil service, labor, and temporary personnel, as well as the initial approval of the List of Job Positions. The public information process was carried out via an edict published in the Official Gazette of the Province of Seville No. 148, on August 3, 2026, with a period of fifteen business days and simultaneous display on the notice board and the Transparency Portal.

A consolidated budget of 55.4 million

The summary by chapters accompanying the agreement estimates the consolidated revenue budget at 55,423,177.18 euros and the expenditure budget at 55,412,913.04 euros, with a surplus of 10,264.14 euros. The budget of the Écija City Council amounts to 53,305,155.71 euros, balanced between income and expenses.

Regarding consolidated expenditure, the following stand out:

• Personnel remuneration: 22,883,486.43 euros.
• Purchase of current goods and services: 22,299,780.69 euros.
• Real investments: 5,149,339.89 euros.
• Current transfers: 1,773,567.87 euros.
• Contingency fund: 256,706.16 euros.
• Interest: 374,801.00 euros.
• Variation in financial liabilities: 2,639,231.00 euros.

In the revenue statement, direct taxes contribute 14,910,000.00 euros, indirect taxes 759,858.75 euros, fees and other income 4,381,278.08 euros, current transfers 29,061,488.61 euros, and capital transfers 3,124,493.98 euros.

The bodies and entities that make up the budget

In addition to the City Council, the general budget groups the following entities:

• Local Public Administrative Agency for Youth and Sports.
• Local Public Administrative Agency for Care for People with Disabilities of Écija and its Region PRODIS.
• Ecija Comarca TV SL.
• Municipal Foundation for the Performing Arts.
• Municipal Historical Museum Foundation.

The adjustments for current transfers from the City Council to these entities total 1,415,000.00 euros: 575,000.00 to PRODIS, 630,000.00 to Deportes, 130,000.00 to the Municipal Foundation for the Performing Arts, and 80,000.00 to the Historical Museum Foundation.

Dismissed allegations and entry into force

During the exhibition period, two claims were submitted by Laura Rodríguez Bravo, with registration numbers 2026-ERE-8571, dated August 5, 2026, and 2026-E-RE-8844, dated August 24, 2026. On August 25, 2026, report no. 094/2026 was issued by the Head of the Organization and Resources Service, which considered their dismissal appropriate, and on September 1, 2026, the Plenary, in an extraordinary and urgent session, agreed to dismiss the allegations formulated.

The definitively approved budget will enter into force once published in accordance with the fifth section of article 169 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. Against the agreement, which ends the administrative route, an optional appeal for reversal may be filed within one month before the same body, or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Seville. Furthermore, the Plenary agreed to publish the definitive approval of the Job Positions List in the Official Gazette of the Province of Seville and on the Transparency Portal, and to communicate it to the State Administration and the Regional Administration within a maximum period of thirty business days, in accordance with article 56.1 of Law 7/1985, of April 2, regulating the Bases of the Local Regime.

The agreement closes the budgetary cycle for the next financial year and sets the framework for income and expenses for all taxpayers and municipal services of Écija, from personnel and the procurement of goods and services to investments and contributions to dependent bodies and foundations. Interested parties now have the periods of one month and two months to challenge the budget if they consider it contrary to the law.
