Indigenous consultation for Colbún's Cuatro Vientos wind farm closes

The Environmental Evaluation Service (SEA) of the Los Lagos Region reported the closure of the indigenous peoples’ consultation process (PCPI) for the Environmental Impact Study of the “Cuatro Vientos Wind Farm” project, owned by Colbún S.A. The decision is contained in exempt resolution No. 202610101302, dated August 21, 2026, from the Regional Director of the SEA, and was published in the Official Gazette of the Republic of Chile on Monday, August 31, 2026.

The closure was adopted in accordance with Convention No. 169 of the International Labour Organization (ILO) concerning indigenous and tribal peoples and with article 85 of DS No. 40/2012 of the Ministry of the Environment, Regulations of the Environmental Impact Evaluation System. With this step, the large-scale wind project is now in a position to move forward with its environmental processing.

A process initiated in 2024

The consultation had begun via exempt resolution No. 202410101558, dated October 22, 2024, from the SEA of the Los Lagos Region. The process was carried out under the standards of ILO Convention No. 169 and culminated with the closure resolution signed by the Regional Director, Sergio Sanhueza Triviño.

Participating communities and organizations

The PCPI closed with eleven indigenous communities and associations from the territory:

• Caimapu Indigenous Community
• Loncotoro Indigenous Association (GHPPI Barrientos Caimapu)
• El Quelín Development Committee (Nahuelhueique Indigenous Community)
• Antupillan Colegual Indigenous Association
• Nancuante Puel Mapu Indigenous Community
• Newen Pal Indigenous Community
• Rinconada San Juan Indigenous Community
• Antumapu Indigenous Community

The closure of the indigenous consultation is a relevant milestone for the Cuatro Vientos Wind Farm, a large-scale energy project that, by overcoming this participation stage, brings its final approval closer and reinforces the commitment to wind generation in the Los Lagos region.
