The Cicero Neighborhood Council, in the municipality of Bárcena de Cicero, has opened the auction for the sale of timber harvesting rights for lot number 1 of 2026 in the Fuente la Dehesa forest, with a base bidding price of 77,900 euros, excluding VAT. The announcement is published in the Official Gazette of Cantabria number 201, dated October 20, 2026, within section 3 of Administrative Contracting, under the official reference CVE-2026-8088. Interested companies have fifteen calendar days from the day following the publication to submit their proposals.

Approval of the specifications and bidding regime

On March 4, 2026, the Cicero Neighborhood Council agreed to the approval of the particular administrative clause specifications and the technical-faculty conditions governing the operation. Both documents can be consulted at the Secretariat of the Bárcena de Cicero City Council from Monday to Friday, from 08:30 to 14:00 hours.

Claims against these specifications may be filed during the eight business days following the publication of the announcement in the Official Gazette of Cantabria. If filed, the bidding and the deadline for submitting proposals will be suspended and will resume, for the remaining time, starting the day after the resolution of the claims.

The procedure is processed in an ordinary manner, open and by auction, with settlement at the risk and venture of the successful bidder. No prior classification of the contractor is required; solvency requirements are referred to the particular administrative clause specifications.

The characteristics of the harvesting rights for sale are as follows:

  • Lot: number 1 of 2026, of the Cicero Neighborhood Council.
  • Forest: Fuente la Dehesa, polygon 18, plot 11.
  • Approximate area: 125,340 square meters.

Deadlines, submission of bids, and opening of sealed bids

The deadline for submitting proposals is fifteen calendar days starting from the day following the publication of the announcement in the Official Gazette of Cantabria. If the last day of the period is a Saturday or a non-working day, it will be understood as extended to the first following business day; with this calculation, the deadline would conclude on November 4, 2026.

Offers shall be sent to the Bárcena de Cicero City Council, at Baldomero Fernández Street, 5, postal code 39790. They may be submitted at the general registry of the council itself or by mail, providing proof of the mailing date from the Post Office and notifying the contracting body of the submission of the offer on the same day.

The opening of bids will be held in the session hall of the town hall of the Bárcena de Cicero City Council, at the same address, on the next business day (excluding Saturdays) following the conclusion of the deadline for receiving proposals, at thirteen hours. Additional documentation and information may be requested from the council until the day before the deadline closes, via telephone at 942 642 016 and fax at 942 670 036.

The announcement was signed in Cicero on October 9, 2026, by the president of the Cicero Neighborhood Board, Pedro Antonio Prieto Madrazo.

Impact on the regional forestry sector

The auction mobilizes a significant volume of white eucalyptus wood in the surroundings of Bárcena de Cicero, with nearly 15,000 feet across more than twelve hectares of woodland. The base price of 77,900 euros and the possibility of increasing the offer set the reference price for forestry operators in the region, who must undertake the execution of the harvesting within a maximum period of ten months from the final award and with settlement at their own risk and venture. The final guarantee of 5% and the absence of required classification open participation to companies of various sizes.
