The Cybersecurity Agency has approved the 2026 job offers

The general director of the Basque Cybersecurity Agency, F. Javier Diéguez Barriocanal, has signed the resolution approving the 2026 Public Employment Offer (OEP), which includes a single position: Head of the Risk Governance Division. The resolution was published in the Official Gazette of the Basque Country, issue number 176, on September 15, 2026, under official reference 2026/3886.

The resolution is based on Article 70 of the consolidated text of the Basic Statute Law and Article 52 of the Basque Public Employment Law (11/2022), which establish that human resource needs with budget allocation must be filled through the Public Employment Offer. Additionally, Article 17 of Decree 34/2024, which approves the Statutes of the Basque Cybersecurity Agency, and Article 5.d) of Law 7/2023, which created the agency, are cited.

The offer complies with the criteria established in Article 13 of the General Budget Law for 2026 (7/2025) regarding new entrants.

Characteristics of the offer

The 2026 OEP includes a single position, Head of the Risk Governance Division, as a permanent labor contract (laboral fijo). The main characteristics of the position are:

  • Qualification: University degree in a STEM field or equivalent; otherwise, more than 5 years of experience in similar functions.
  • Profile: Profile 3.
  • Preceptiveness: no (not mandatory).
  • Number of positions: 1.

Language normalization

The second section of the resolution establishes that the language profiles of the positions in the offer will be specified in the annex, in accordance with Decree 19/2024 for the normalization of the use of Basque in the Basque Public Sector and Title XIII of the Basque Public Employment Law. The profiles have been fixed according to reports provided by the competent bodies of the Basque Government.

Appeals

An appeal for reversal may be filed against the resolution before the same body within one month, starting from the day following its publication. Alternatively, a contentious-administrative appeal may be filed directly before the Administrative Courts of Vitoria-Gasteiz within two months from the day following its publication.

The resolution was signed in Vitoria-Gasteiz on September 1, 2026.

This offer is an important milestone for the cybersecurity sector in the Basque Country, as the public agency establishes a high-level management position for the first time, requiring a specialized technological profile.
