Cyberattack in Valdemoro: the mayor delegates urban planning amid a blocked Board

The mayor of Valdemoro, David Conde Rodríguez, has signed decree E_2026 270, dated September 11, which temporarily withdraws urban planning powers from the Local Government Board and delegates them to the councilwoman of the area, due to the impossibility of convening sessions of that body since the cyberattack suffered on May 5, 2026. The resolution is published in full in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 226, dated September 22, 2026, section III (Local Administration), pages 128 and 129, with the official reference BOCM-20260922-56.

A governing body inoperative since May

The decree is based on a fact recognized by the City Council itself: on May 5, 2026, the council suffered a cyberattack “the consequences of which continue to be felt.” As a result, decree E_2026 1 determined the suspension of deadlines and procedures, which has caused “paralyzed files to accumulate, especially in the area of urban planning.”

The text adds that, through decree 1556/2024, the Mayor’s Office had delegated powers to the Local Government Board, a body for which “it has not been possible to convene a session since the aforementioned May 5,” because the computer application for governing bodies was affected. The Mayor’s Office justifies its intervention by the need for the Urban Planning department to “be able to continue its activity as far as possible.”

Technical report: systems recovered, except for those of government

The file includes a report from the ICT department dated August 21, 2026, signed by Ms. Amba and with validation code NJMOF-VR7O4-V38S7, which declares the municipal application 100% operational, with these exceptions:

• Sicalwin, as an accounting management tool.
• GPA, as a municipal inventory management tool.
• Firmadoc, as a document manager and electronic signature tool, with the exception of decrees, which would not be effective until September 14, 2026.
• The functionalities of Governing Bodies (convocation of the Government Board, Commissions, and Plenary sessions) were still pending adaptation.

Which powers are transferred and to whom

The resolution part modifies decree 1556/2024 and leaves the Local Government Board without three blocks of attributions until the situation generated by the cyberattack is resolved:

• Responsible declarations of acts and uses provided for in land legislation.
• Granting, denial, and modification of construction and activity licenses subject to environmental assessment procedures.
• Acquisition, disposal, protection and defense, utilization and, in general, management of assets and rights under municipal ownership.

These competencies are delegated to the delegated Councilor for Urban Planning, Rosa Amalia González González, who will add them to those already conferred upon her by decree 3796/2025. The delegation shall extend “for the remaining time until the Local Government Board can meet ordinarily.”

The decree entered into force on September 14, 2026, the date on which the suspension of procedural deadlines set in decree E_2026 1 for files in these matters is lifted. The resolution will be published on the notice board, on the municipal website, and in the BOCM, and will be forwarded to the Urban Planning department. Legally, it is supported by article 21.1 of Law 7/1985, regulating the Bases of the Local Regime, and articles 43.3 and 44 of Royal Decree 2568/1986.

Impact for residents and developers

The measure unlocks, at least partially, building permits, responsible declarations, and environmental assessment files that had been stalled for more than four months, and restores the capacity for resolution to a single council office instead of a collegiate body that remains unable to meet. For those affected, the key is the date of September 14: from then on, the deadlines for urban planning procedures resume, while the City Council has not announced when it will be able to convene its Government Board again.
