Chia-Tern Huey Min appointed Chief Executive of accounting and corporate regulator

Chia-Tern Huey Min has been appointed Chief Executive of the Accounting and Corporate Regulatory Authority (ACRA) with effect from 23 September 2026, with no end date stated. The appointment was made by ACRA under section 10(1) of the Accounting and Corporate Regulatory Authority Act 2004, read with section 15 of the Public Sector (Governance) Act 2018, with the prior approval of the Minister for Finance and the prior concurrence of the Public Service Commission. It is notified in the Republic of Singapore Government Gazette of 21 September 2026, Notification No. 5468.
The notice, headed “Appointment of Chief Executive and Acting Chief Executive of Accounting and Corporate Regulatory Authority”, was first published on the gazette portal www.egazette.gov.sg on 21 September 2026 at 5 pm. ACRA is the body whose registrar signs the registration and strike-off notices carried in the same issue of the gazette, including notices made under the Companies Act 1967 and the Limited Liability Partnerships Act 2005. The appointment is recorded under the file reference [AG/LEGIS/SL/2A/2025/2].
A second appointment on the same day
A companion notice in the same gazette, Notification No. 5467, records a related appointment made by the Minister for Finance under section 5(1)(b) of the Accounting and Corporate Regulatory Authority Act 2004:

Both appointments take effect on the same date, so Chia-Tern Huey Min joins the authority’s membership and assumes its executive leadership simultaneously.
Deputies named to act in her absence
Under section 10(2) of the Accounting and Corporate Regulatory Authority Act 2004, ACRA has appointed two officers to act temporarily as Chief Executive during all periods when the post-holder is absent from duty or from Singapore, or is for any reason unable to perform the duties of the office:
- Leong Weng Tat
- Heenatimullage Hans Avinder
The two are appointed in the alternative, so either may act rather than both holding the office at once. The cover is not tied to a fixed period; it applies to every period of absence or incapacity.
The register keeps moving
The same issue of the gazette shows the authority’s continuing registration work, signed by Muhammad Farook Fahmita Parveen, Assistant Registrar of Companies and Businesses, Accounting and Corporate Regulatory Authority (ACRA), Singapore:
- Companies to be struck off the Register of Companies after 60 days unless cause to the contrary is shown, under section 344 of the Companies Act 1967 (Notification No. 5471).
- Companies already struck off the Register of Companies with effect from 19 September 2026, under section 344 (Notification No. 5472).
- Limited liability partnerships to be struck off the register after 60 days unless cause is shown, under section 64 of the Limited Liability Partnerships Act 2005 (Notification No. 5491).
- LLPs struck off the Register of Limited Liability Partnerships with effect from 20 September 2026, under section 64 (Notification No. 5495).
Because ACRA is the registrar for every company and limited liability partnership in Singapore, the change at the top touches the incorporation, filing and strike-off functions that businesses deal with directly. Naming two acting chief executives in the alternative also means the office is covered from the first day of the new leadership.
