Training voucher expanded to youth: more income and up to 3,000 euros

The Governing Council of the Community of Madrid has approved, by Agreement of September 2, 2026, the modification of the training voucher intended for unemployed persons under 30 years of age who undertake courses to improve their employability. The reform, published in the Official Gazette of the Community of Madrid number 219 on Monday, September 14, 2026, expands the group of beneficiaries and facilitates the financing of training costs.
The measure, promoted by the Ministry of Economy, Finance and Employment, led by Rocío Albert López-Ibor, and signed by President Isabel Díaz Ayuso, modifies the Agreement of July 9, 2025, which set an aid amount of up to 1,500 euros. The aid is part of the Strategic Subsidy Plan 2025-2027, managed by the Directorate General for Training.
More beneficiaries and higher amounts
The main change raises the income limit of the household unit to access the aid, which increases from three to six times the IPREM calculated in fourteen payments. Furthermore, for the most vulnerable groups, whose household unit does not exceed three times the IPREM, the maximum amount is increased from 1,500 to 3,000 euros.
- Maximum household unit income: from 3 to 6 times the IPREM (14 payments).
- Ordinary aid: up to 1,500 euros for courses of equal or greater value.
- Reinforced aid (income ≤ 3 IPREM): up to 3,000 euros.
- Lower-cost courses: the aid is adjusted to the cost of the training.
Advance payment without guarantee
An advance payment of 30% of the aid amount is introduced once the granting resolution is published, with an exemption from guarantees, meaning that the presentation of a bank guarantee or a surety bond will not be necessary. The remaining 70% will be paid upon completion and justification of passing the training.
- First payment: 30% after granting, without guarantee or surety bond.
- Second payment: remaining 70%, once the training has been passed and justified.
- Payment is made by transfer to the account indicated in the application.
Requirements and transitional regime
The requirement of residence in the Community of Madrid is replaced by that of registration (empadronamiento) in one of its municipalities, and the rights of interested parties regarding data protection are updated. The regulation will enter into force the day following its publication in the official gazette.
Files whose application was submitted prior to the publication will be resolved in accordance with the Agreement of July 9, 2025, published on July 21, 2025. Non-attendance, abandonment, or failure to pass the training, except in cases of force majeure, will be grounds for loss of the right to payment and, where applicable, for the total or partial reimbursement of the amounts received.
The expansion of the training voucher seeks to bring aid closer to thousands of unemployed young Madrileños, reducing the economic barrier that paying for a course in advance represents. With the unsecured advance and the higher income threshold, the regional Executive intends for more people to be able to train and improve their employability in an increasingly demanding labor market.
