ChatGPT, Reddit and Roblox join EU register of very large platforms

The European Commission’s updated register of very large online platforms and very large online search engines, published in the Official Journal of the European Union on 6 October 2026, adds ChatGPT, Reddit and Roblox, all three designated on 31 August 2026. The one-page notice, reference C/2026/5181, is issued under Article 33(4) of Regulation (EU) 2022/2065, the Digital Services Act. With the three additions, the register now names 28 services.

Three new names, one date

The 31 August 2026 wave is the first expansion of the register since WhatsApp was added on 26 January 2026, and it is the only batch of designations dated this year apart from that one.

  • ChatGPT — very large online search engine, designated 31 August 2026.
  • Reddit — very large online platform, designated 31 August 2026.
  • Roblox — very large online platform, designated 31 August 2026.

ChatGPT becomes only the third service on the list classified as a very large online search engine, alongside Bing and Google Search, both designated on 25 April 2023. Reddit and Roblox join the far larger group of very large online platforms.

The register in full

The notice groups all 28 designations by the date of the Commission decision that placed each service on the list:

  • 25 April 2023 (19 services): AliExpress, Amazon Store, App Store, Bing, Booking.com, Facebook, Google Maps, Google Play, Google Search, Google Shopping, Instagram, LinkedIn, Pinterest, Snapchat, TikTok, Wikipedia, X (formerly Twitter), YouTube and Zalando.
  • 20 December 2023 (2): Pornhub and XVideos.
  • 26 April 2024 (1): Shein.
  • 31 May 2024 (1): Temu.
  • 10 July 2024 (1): XNXX.
  • 26 January 2026 (1): WhatsApp.
  • 31 August 2026 (3): ChatGPT, Reddit and Roblox.

The list is published pursuant to Article 33(4) of Regulation (EU) 2022/2065 of the European Parliament and of the Council of 19 October 2022 on a Single Market for Digital Services, which amends Directive 2000/31/EC. The regulation carries EEA relevance, so the designations extend to the wider European Economic Area.

The notice itself is a single-page table. For each service it records three items only: the designated service, its type — very large online platform or very large online search engine — and the date of the designation decision. The individual obligations attached to each category follow from the regulation, not from this notice.

The document carries the European Legislation Identifier http://data.europa.eu/eli/C/2026/5181/oj and appears in the C series of the Official Journal, the series used for notices and information rather than binding legislation.

Why it matters

For readers in the European Union, this register is the authoritative public record of which services sit inside the bloc’s strictest tier of platform rules. The three additions mean that a conversational service, a discussion forum and a gaming environment now appear alongside the social networks, marketplaces and video sites that made up the original 2023 wave.

The register is also the reference point that companies, national regulators and the Commission itself use when a service crosses the size threshold that triggers designation. Any further addition, or any change of category, will be recorded in the same series and under the same reference format.
