Por FactBox Admin

The City Council of Chandrexa de Queixa announces a competitive examination for one architect position to be filled as interim civil service personnel via programs, with a part-time schedule of 14 hours per week, for the purpose of executing the “Temporary program for the regularization of technical and urban planning files.” The rules were approved by Mayoral Decree No. 271/2026, dated September 30, 2026, and are published in the Official Gazette of the Province of Ourense on October 16, 2026, in section IV. Local Entities (official reference R. 2.345). The deadline for submitting applications is 10 calendar days from the publication of the announcement in the provincial gazette.
The appointment is framed within article 10.1 of Legislative Royal Decree 5/2015, of October 30, which approves the recast text of the Law of the basic statute of the public employee, which regulates the figure of the interim civil servant by program. This modality cannot have a duration exceeding three years, extendable up to twelve more months by the public service laws enacted under the statute. The full rules are available on the municipal electronic office and on the city council’s notice board.
One technical position of 14 hours per week
The characteristics of the announced position are as follows:
- Group/Subgroup: A1.
- Working day: part-time, 14 hours per week.
- Number of vacancies: 1.
- Duration: 18 months or until June 30, 2028.
- Remuneration: those appearing in the collective agreement corresponding to the professional category.
The functions of the position include collaborating with the Secretariat in the processing of planning, management, and urban and environmental disciplinary files; the issuance of technical reports and opinions; public attention; the control of industrial installations and activities subject to E.I.A.; execution orders; general and development planning; urban management; the drafting of ordinances; major works reports; the supervision and direction of municipal works and the coordination of health and safety.
Prior competition and two eliminatory exercises
The selection consists of two phases, a prior competition phase and an examination phase. The competition phase, previously self-assessed by the applicant, has a maximum of 4 points and values professional experience (up to 3 points, with 0.10 points per full month in local administration and 0.05 points per month in another administration) and training courses related to the position (up to 1 point). The competition points are only added to the final grade and do not serve to pass the examination.
The examination comprises two mandatory and eliminatory exercises:
- First exercise: multiple-choice questionnaire of 60 questions with four alternative answers, within a maximum time of 90 minutes. Every three incorrect answers deduct one correct one.
- Second exercise: resolution of a practical case proposed by the tribunal, within a maximum time of 1 hour.
- Galician language test: complete translation from Spanish to Galician in 30 minutes, mandatory for those who do not accredit Celga 4 or equivalent.
Each exercise is graded from 0 to 5 points, and it is necessary to achieve a minimum of 2.5 to proceed to the next. The qualifying tribunal will consist of a president, a secretary with voice but no vote, and three members, each with their respective substitutes.
Requirements, deadlines and reserve list
To compete in the process, it is necessary to meet the requirements of article 56 of Legislative Royal Decree 5/2015:
- Be in possession of or in a position to obtain the degree of graduate/licentiate or Degree in Architecture or equivalent.
- Accredit the level of proficiency in the Galician language (Celga 4 or equivalent).
- Be at least 16 years old and not exceed the maximum age of compulsory retirement.
- Possess Spanish nationality or any of those that allow access to public employment.
- Possess the functional capacity for the performance of the tasks and not be disqualified or separated by disciplinary proceedings.
The applications, addressed to the mayor, are submitted at the General Registry of the City Council (rúa do Concello, nº 19, 32786 Chandrexa de Queixa) or electronically via the municipal electronic office, together with the ID, the qualification, the self-assessment sheet, and the accreditation of merits. Persons who pass the process without obtaining the position will integrate a reserve list with a validity of 3 years, and the proposed person must provide the required documentation within a period of 3 calendar days.
The call is signed by the mayor, Francisco Rodríguez Rodríguez, and an optional appeal for reversal may be filed against the bases before the Mayor’s Office within one month, or a contentious-administrative appeal before the contentious-administrative courts within two months.
The position responds to the need of a small council to reinforce technical support to unblock accumulated urban planning files, with reduced dedication and a limited duration in time. For interested architects, it represents an opportunity for public employment with a short selection process and a reserve list that may generate subsequent calls for three years.
