Chandrexa de Queixa opens public information for the elderly residence plan
Por FactBox Admin

The City Council of Chandrexa de Queixa has taken the first formal step toward handing over the management of its municipal residence for the elderly to a concessionary company. Mayoral Decree No. 295/2026, of October 19, 2026, initially approved the economic feasibility study and the preliminary project of works for the contract, and the public exhibition announcement was published in the Official Gazette of the Province of Ourense on October 27, 2026, in section IV (Local Entities), under registration number R. 2.527.
The object of the file is the concession contract for the “management, operation, and maintenance” of the municipal residence for the elderly located within the municipal term of Chandrexa de Queixa. The initial approval covers two documents: the economic feasibility study, which must justify the profitability and the operation regime of the service, and the preliminary project of works, which defines the planned interventions in the building before handing it over to a private operator.
The procedure is applied in accordance with the provisions of articles 247.3 and 285.2 of Law 9/2017, of November 8, on public sector contracts, which require these documents to be submitted for public information prior to tendering. The announcement is signed by the mayor, Francisco Rodríguez Rodríguez, dated in Chandrexa de Queixa on October 20, 2026.
One month to submit allegations
The public information period is one month and begins to count from the day following the publication of the announcement in the provincial gazette, that is, from October 28, 2026, until November 28, 2026.
During this period, any interested person may examine the full documents and submit any allegations or claims they deem appropriate. The text of the announcement specifies that, if none are submitted, the feasibility study and the preliminary project will be understood as definitively approved automatically, without the need for a new express agreement from the local government.
This automation is relevant for the deadlines: once the month has passed without challenges, the City Council is in a position to tender the concession contract without further approval procedures.

Two concession files on the same day
The residence for the elderly is not the only concession contract that the City Council is launching these weeks. In the same issue of the provincial gazette, the Official Gazette of the Province of Ourense of October 27, 2026, a second announcement from the same council is published, processed by Mayoral Decree No. 294/2026, of October 16, 2026.
In this case, it concerns the economic feasibility study of the concession contract for the management, operation, and maintenance of the Complexo Municipal de Vila - Celeiros, also within the municipal district of Chandrexa de Queixa. The applied regime is identical: articles 247.3 and 285.2 of Law 9/2017, one month of public information starting from the day following publication, and automatic final approval if there are no objections.
The coincidence of the two procedures points to a municipal strategy to outsource the management of public facilities through concessions, with a preliminary project for the works in the case of the residence —which implies prior investment— and only a feasibility study for the Vila - Celeiros complex.
The decision directly affects the elderly population of the municipality and the surrounding parishes, for whom the residence is a reference care infrastructure in a mountain territory with dispersed services. The concession model will determine who provides the care, under what working conditions, and at what price over the coming years, hence the interest in neighbors, workers, and associations submitting objections before November 28.
