Cevico Navero urgently tenders the operation of his Bar/Social Center

The Cevico Navero City Council has approved, by Mayoral Decree, a new call for tenders to award the operation of the municipality’s Bar/Social Center, declaring the urgent processing of the file. The announcement is published in the Official Gazette of the Province of Palencia, number 106, dated Friday, September 4, 2026, and interested parties will have a period of 13 calendar days to submit their proposals.

The decision is adopted under Article 119 of Law 9/2017, of November 8, on Public Sector Contracts (LCSP), due to the need to restore the provision of the service as soon as possible. This is a service concession contract processed through an open procedure, the object of which is the commercial operation and management of the premises located at Ctra. Palencia, 5, ground floor, in Cevico Navero.

Conditions of the concession

The contract will have a duration of two years, extendable by mutual agreement for one-year periods, provided that neither party files an express notice of termination within the two months prior to expiration. No rent is established for the successful bidder, although they must assume the costs of electricity, water, heating fuel, wifi network, supplies, acquisition of products, and other obligations inherent to the operation, under the terms provided in the Specifications.

• Expenses borne by the concessionaire: electricity, water, fuel, wifi, supplies, and products.
• Final guarantee: €3,000.00, to be established before the formalization of the contract.

Submission of offers and criteria

The deadline for submitting proposals is 13 calendar days, counted from the day following the publication of the announcement in the contractor profile of the municipal electronic office (ceviconavero.sedelectronica.es). This period, derived from the urgent processing according to articles 119.2.b) and 156.6 of the LCSP, replaces the twenty calendar days that appeared in the previous Specifications.

Offers shall be submitted according to the model provided by the City Council, at the General Registry of the council, in the places provided for in Article 16.4 of Law 39/2015, of October 1 (LPAC), or by mail, justifying in this case the date of posting. The opening and evaluation of the proposals will take place on the first Thursday following the end of the period, in accordance with the criteria and weightings established in the Specifications.

Body and documentation

The contracting authority is the Mayor’s Office of the City Council of Cevico Navero, located at C/ Real, n.º 23, 34247 Cevico Navero (Palencia). The Specifications, the proposal form, and the remaining tender documentation will be available on the contractor profile hosted on the municipal electronic office, and the announcement will also be published in the Official Gazette of the Province of Palencia.

The call, signed on August 31, 2026, by the Mayor, Elena Fombellida Asensio, represents an opportunity for freelancers and hospitality operators in the region, who may take over the management of a key municipal facility without paying an initial rent, assuming only the operating expenses and the final guarantee of €3,000. The urgent processing shortens the usual deadlines, therefore those interested must act quickly to formalize their offer within the 13 calendar days provided.
