Ceuta reinforces the contract with TRAGSATEC for the Equestrian Center

The Ceutí Sports Institute (ICD) has modified the in-house contract it maintains with Tecnologías y Servicios Agrarios, S.A., S.M.E., M.P. (TRAGSATEC) for the management and operation of the Ciudad de Ceuta Equestrian Center, incorporating the role of a director/coordinator for the equestrian area. The decision, adopted by decree of the Councilor for Commerce, Tourism, Employment, and Sport and president of the ICD, Mr. Nicola Cecchi Bisoni, is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,652, dated September 15, 2026, in the General Provisions section, page 3413.
The modification does not entail any economic increase over the current contract, but rather an organizational reinforcement in response to an extraordinary alteration of the physical, operational, and security conditions of the facility.
A contract extended in June
The in-house contract was extended by decree on June 30, 2026, for an amount of 185,427.23 euros and an execution period of three months, from July 1 to September 30, 2026. The service comprises the management and operation of the Equestrian Center and the development of the equestrian activities programmed by the ICD, including:
- The Sports Riding School.
- The Hippotherapy Program.
- The School Riding Activity, included in the Educational Guide.
- Collaboration with the I.E.S. Clara Campoamor for the practical classes of the TSEAS.
The need for the new role does not derive from the creation of an independent activity, but from adapting the provision of services already included in the contract to the new configuration of the premises.
A single manager for the equestrian area
The director/coordinator of the Equestrian Center must have sufficient training, experience, and knowledge of the equestrian field and the management of facilities and activities of this nature. Their incorporation will allow for a single operational manager to centralize the planning, coordination, supervision, and monitoring of actions, as well as a single and orderly point of contact with the institutions and services operating within the premises.
The priority objectives of the role are:
- To guarantee the safety of users, workers, and other persons in the equestrian area.
- To ensure the welfare, protection, and care of the horses and other animals at the center.
- To maintain the programmed equestrian activity in the spaces that remain available.
- To guarantee the physical, functional, and operational separation between the equestrian area and the temporary reception facility located in the annexed area.
- To coordinate the use of spaces, control incidents, and document organizational decisions during the extraordinary situation.
Processing and execution
The file includes a technical report dated September 1, 2026, and a legal report dated September 3, 2026, and the credit retention is applied to item 014/3410/22698 “Service Provision Contracts”. Jurisdiction corresponds to the president of the ICD in accordance with the Decree of the Presidency of the City of Ceuta of July 17, 2017, and Article 10 a) of its Statutes. The contracting body has appointed the Sports Technician G.M.M. as the person responsible for the modification, who will supervise the execution and issue orders and instructions to TRAGSATEC.
The resolution, digitally signed on September 8, 2026, is published in the BOCCE, on the official website, and in the Transparency Portal of the Autonomous City of Ceuta.
