Ceuta publishes the provisional list for Vigilante-Cuidador (Watchman-Caregiver) with disability quota

The Counselor of Presidency and Governance of the Autonomous City of Ceuta, Mr. Alberto Ramón Gaitán Rodríguez, has approved via Decree 622, dated September 1, 2026, the provisional list of admitted and excluded candidates for the call to fill two Watchman-Caregiver positions, one of which is reserved for the disability quota. The resolution is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,650, dated September 8, 2026, on page 3395.

The call, corresponding to the 2025 Public Employment Offer, was initially announced in BOCCE No. 6627, dated June 19, 2026, and subsequently published in the Official State Gazette (BOE) No. 175, dated July 20, 2026. The positions, vacant within the City’s labor staff, are filled through a competitive examination system in the open category, equivalent to Group AP of the civil service personnel. The deadline for submitting applications ended on August 18, 2026, with a total of 62 applications registered.

Provisional List Figures

Of the 62 applications submitted, the majority have been admitted, although six candidates from the general category have been excluded for failing to meet the requirements set forth in the call.

• General category: 43 admitted and 6 excluded.
• Disability category: 13 admitted and none excluded.

Grounds for Exclusion

The causes for exclusion in the general category are due to defects in the payment of fees or supporting documentation, as well as late submission.

• Failure to pay examination fees: Hamza Abdel-Lah Lahsen.
• Incomplete accreditation of fee exemption: Alfakur Ali Hicho, María del Mar Ferrer Sintes, and Marina Lara Montero.
• Application submitted after the deadline: Alejandro José Castillo Muñoz and Francisca Alline Diógenes Diógenes.

Correction Period and Procedure

In accordance with Rule 5 of the call and Article 20 of Royal Decree 364/1995, of March 10, a period of 10 business days is granted to correct the defects that led to the exclusion. The full certified lists of admitted and excluded candidates are displayed on the Notice Board of the City of Ceuta, and any claims submitted will be resolved upon the approval of the final list, which will also be published in the official gazette.

The resolution is issued in exercise of the powers conferred by the Decree of the Presidency of the City of Ceuta, of June 23, 2023 (Extraordinary BOCCE No. 42).

Relevance of the Process

The publication of this provisional list represents a step forward in filling two permanent Security Guard-Caregiver positions within the City’s workforce, with a specific reservation for people with disabilities. Admitted applicants must remain attentive to the correction period and the subsequent final list, which will determine who is eligible to undergo the competitive selection process.
