Ceuta appoints six interim administrative officials from the employment pool

The Counselor of Presidency and Governance of the Autonomous City of Ceuta, Alberto Ramón Gaitán Rodríguez, has appointed six interim civil servants to the position of Administrative Assistant by decree dated August 28, 2026. The appointment is published in the Official Gazette of the City of Ceuta (BOCCE) number 6,650, dated September 8, 2026, on page 3397.
The measure addresses the various staffing needs of the City, drawing from the temporary employment pool in the Administrative Assistant category, established following the announcement in extraordinary BOCCE number 32, dated July 8, 2026. The decree is issued in exercise of the powers conferred by the Decree of the Presidency of the City of Ceuta, dated June 23, 2023, published in extraordinary BOCCE number 42.
The six appointed civil servants
The decree, which exhausts the administrative route, designates the following persons as interim civil servants of the Autonomous City of Ceuta in the position of Administrative Assistant:
- Margarita Ester Téllez Vázquez
- Rosa Inmaculada García de la Torre Berrocal
- María Dolores Vázquez Hidalgo
- Eva María Sedeño Ruiz
- Suhaila Abdeselam Salah
- María Susana Villata Jiménez
Legal framework of the appointment
The resolution is based on Article 10 of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Basic Statute of Public Employees, which regulates the figure of the interim civil servant for the temporary performance of functions proper to career civil servants for expressly justified reasons of necessity and urgency. Article 55 of the same text, relating to the guiding principles of access to public employment (equality, merit, and capacity), is also invoked.
The legal basis is completed by Royal Decree 896/1991, of June 7, on basic rules for the selection of civil servants of the local Administration, and Royal Decree-Law 6/2023, of December 19, on urgent measures regarding the public service. In accordance with these regulations, the filled positions must be included in the first call for the provision of posts or in the first Public Employment Offer that is approved, and the interim staff shall cease their duties when the position is filled by a career civil servant or the reasons for urgency disappear.
Publication and appeals
The decree, signed by the counselor on September 1, 2026, orders its publication in the Official Gazette of the City of Ceuta. Against this act, which exhausts the administrative route, an optional appeal for reversal may be filed before the same body within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Courts of Ceuta within two months, in accordance with Law 39/2015, of October 1, on the Common Administrative Procedure.
With this appointment, the Autonomous City of Ceuta immediately reinforces its administrative staff, providing an agile response to the identified personnel needs and guaranteeing the continuity of public services while the ordinary selection processes for the permanent filling of the positions are processed.
