Ceuta appoints two process servers and dismisses the interim official

The Counselor of Presidency and Governance of the Autonomous City of Ceuta, Alberto Ramón Gaitán Rodríguez, has appointed as career civil servants the two successful candidates from the call for the provision of two Notifier positions. The decision is published in the Official Gazette of the Autonomous City of Ceuta (BOCCE) number 6,646, dated August 25, 2026, via decree 600.

The two positions correspond to the 2024 Public Employment Offer and belong to the General Administration Scale, Auxiliary Subscale, Group C, Subgroup C2. The selection was carried out through the open competitive examination system, and the list of successful candidates was published in BOCCE number 6,637, dated July 24, 2026. Pursuant to base 11 of the call, the competent body for personnel matters carries out the appointment of the successful applicants via a resolution published in the official gazette. The call is part of the public employment stabilization program of the Autonomous City.

The new career civil servants

Decree 600 appoints as career civil servants of the City of Ceuta in the position of Notifier:

• Juan Carlos Aswani Alcázar (DNI *0575)
• Orlando Gutiérrez Vera (DNI *8569)

Both must take office within fifteen calendar days, counting from the day following the publication of their appointments. The positions were listed as vacant in the staff of civil servants of the City of Ceuta.

Termination of the interim civil servant

In parallel, decree 599, also signed by counselor Gaitán Rodríguez on August 17, 2026, terminates Juan Carlos Aswani Alcázar as an interim civil servant in the position of Notifier, effective from the publication in the BOCCE.

Aswani Alcázar had been appointed as an interim in BOCCE number 6,361, dated December 1, 2023, due to the existence of vacant notifier positions that could not be filled by career civil servants. Once the cause that motivated the temporary appointment has ended, his termination is processed, in accordance with article 10 of Royal Legislative Decree 5/2015, which approves the Revised Text of the Basic Statute of the Public Employee. The termination occurs once the position is formally filled through the selection process, as provided by the regulations for the termination of the interim relationship.

Regulatory framework and appeals

The appointment is issued under the powers conferred by the Decree of the Presidency of the City of Ceuta, of June 23, 2023 (Extraordinary BOCCE number 42). Against this act, which exhausts the administrative route, an optional appeal for reversal may be filed within one month before the same body, or a contentious-administrative appeal before the Contentious-Administrative Courts of Ceuta within two months.

With these appointments, the Autonomous City of Ceuta consolidates two permanent Process Server positions within its staff, reinforcing the notification function and reducing reliance on interim personnel. The regulated filling of these positions, in addition to guaranteeing the continuity of the service, represents another step toward the stabilization of local public employment, in line with the objectives of the 2024 Public Employment Offer.
