Ceuta fija los servicios mínimos para la huelga general del 11 de noviembre

The Counselor of Presidency and Governance of the Autonomous City of Ceuta, Alberto Ramón Gaitán Rodríguez, signed on November 2, 2026, the decree designating the minimum services due to the general strike called for November 11. The act is published in the Official Gazette of the City of Ceuta (BOCCE) number 6,667, dated November 6, 2026, under provision number 742 and spanning pages 3799 to 3802.

The strike notice was communicated on October 14, 2026, by the Directorate of the Labor and Immigration Area of the Government Delegation of Ceuta and affects “all companies and organizations responsible for providing public services.” The decree invokes Article 28.2 of the Spanish Constitution, Article 10 of the royal decree-law of March 4 regarding measures for strikes in essential services, and the doctrine of STC 296/2006, of October 11, which attributes this competence to the politically responsible government authorities.

The criterion applied, according to the text itself, has been that of user dependency: in care services and those that guarantee citizen security, the staffing levels of a Sunday or public holiday are set, while in the rest, the minimums that ensure the legally recognized rights of the citizenry are established.

Residences, relocation, and preschool

The decree lists 152 public employees with name, position, and destination. The care blocks concentrate the largest volume of personnel:

  • Temporary Relocation Center: 11 people, including educators and educational assistants.
  • C.M.MI Punta Blanca: 17 staff members, including management, coordination, psychology, educators, monitors, and security guards.
  • C.P.M. Mediterráneo: 9 workers.
  • C.P.M. San Ildefonso: 14 people, including two second-class cooks and miscellaneous service personnel.
  • Nª Sra. de África Elderly Residence: 15 staff members, with two nurses, nine nursing assistants (TCAE), three cooks, and one orderly.
  • Nª Sra. de África Preschool: 16 people, including management, kitchen, teaching, and early childhood education technicians.
  • Addictive Behaviors Unit: one doctor and one specialized nurse (DUE).

Firefighters, laboratory, and markets

The Fire Extinction and Rescue Service (SEIS) provides the largest security contingent, with 19 staff members: two sergeants, three corporals, two drivers, and twelve firefighters. Added to them are the supply and urban services devices:

  • Public Health Laboratory: one nursing assistant and two laboratory technicians.
  • Markets: one manager and eight operators.
  • Sidi Embarek Cemetery: one manager and three operators.
  • Santa Catalina Cemetery: five staff members, including operators, laborers, and one gravedigger.
  • Mobile Fleet: 11 workers, including management, coordination, drivers, mechanics, a machinist, a welder, an electrician, and a crane assistant.

Registry, Statistics, and Economic Area

Direct administrative care is covered by nine people in the Registry and Information Office —administrative staff, assistants, and two process servers— and four in the Statistics Office, all of whom hold the category of administrative or administrative assistant. Additionally, a head of office in Human Resources, the General Secretary, the Comptroller, and the Treasurer are designated.

The decree, which exhausts the administrative route, opens one month for the optional appeal for reversal and two months for contentious-administrative proceedings before the courts of Ceuta.

The scope of the decree defines which windows and services will remain operational on November 11: citizens maintain access to registry, statistics, cemeteries, markets, and the mobile fleet, in addition to the entire healthcare network and the fire department operations, while the rest of the municipal staff is covered by the right to strike.
