Ceuta delegates 1.4 million to Environment for urban maintenance

The President of the Autonomous City of Ceuta, Juan Jesús Vivas Lara, has assumed and delegated to the Ministry of Environment, Urban Services, and Housing the accounting competencies linked to the contract for the maintenance and conservation of public spaces and urban environments, for a maximum amount of 1,405,198.51 euros for the 2026 budget year. The decision is detailed in Decree 604, of August 15, 2026, published in the Official Gazette of the Autonomous City of Ceuta (BOCCE) number 6,646, of August 25, 2026, page 3,250.
The measure, signed by delegation by the First Vice President of the Government and Minister of Environment, Urban Services, and Housing, Alejandro Ramírez Hurtado, on August 19, 2026, unifies the management of the conservation of public spaces and the exercise of the associated accounting competencies within a single body, with the aim of increasing legal certainty and streamlining administrative processing.
Scope of the delegation
The assumption and subsequent delegation affect the accounting documents of the budget management phases of the contract assigned to the city’s own means for the maintenance and conservation service of public spaces and urban environments. Specifically, the Ministry may issue administrative acts relating to:
- the retention of credit;
- the authorization of expenditure;
- its allocation or commitment;
- and the recognition of the obligation.
The delegation is limited to budget application 003/9310/22797, referring to the tariff compensation of the contract, specified in procedure 17205/2026, for a maximum amount of 1,405,198.51 euros and with a temporary validity limited to the 2026 budget year.
Regulatory framework
The decision is based on Law 40/2015, of October 1, on the Legal Regime of the Public Sector, whose articles 8, 9, and 10 regulate the non-waivability of competence, delegation, and the assumption of matters. It also invokes Organic Law 1/1995, of March 13, of the Statute of Autonomy of Ceuta (articles 14.2 and 20), the Regulation of Government and Services of the Administration of the Autonomous City of Ceuta (article 17.7), and the 16th, 17th, and 20th Budget Execution Bases for 2026.
Competence regarding the conservation and maintenance of public spaces was attributed to the Ministry by the Presidency Decree of June 23, 2023 (Extraordinary BOCCE number 42), in the version provided by the Presidency Decree of June 8, 2025 (Extraordinary BOCCE number 27).
Effects and limits
The delegation does not imply an alteration of the ownership of the competencies, which remain with the President, nor does it affect the functions reserved for the Intervention and Accounting Areas. The decree takes effect from its date, without prejudice to its publication in the BOCCE, and, as it is a procedural act, no appeal may be filed against it, in accordance with Article 112 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The measure allows the Ministry of Environment, Urban Services, and Housing to fully assume the management of the maintenance of the city’s public spaces, from the contracting of the assignment to the recognition of payment obligations. For citizens, this means a more agile and unified management of urban services, with a budget of more than 1.4 million euros destined for the conservation of public spaces and urban environments in Ceuta during 2026.
