Ceuta declares ODISSEA and GASIB projects strategic with tax benefits
Por FactBox Admin

The Plenary of the Assembly of the City of Ceuta declared as being of strategic interest the ODISSEA High Technology Incubator project, presented by the Official Chamber of Commerce, Industry, Services and Navigation of Ceuta, and the LPG cylinder storage plant of GASIB Sociedad Ibérica de Gas Licuado in Cerro Mendizábal. The agreement was adopted in an extraordinary session on July 31, 2026, and is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,663, dated October 23, 2026, Section I, page 3672, with official reference 707. The same session initially approved two credit modification files for the City for 2026.
The extract is disseminated in compliance with articles 39.3 and 44.4 of the Regulations of the Assembly of the Autonomous City of Ceuta, and is signed by the general secretary, María Dolores Pastilla Gómez, and the president of the City, Juan Jesús Vivas Lara, dated 10/15/2026. The text reaches the gazette nearly three months after the plenary session.
Both projects are covered by article 33.5 of the Ordinance of the Tax on Production, Services and Imports (IPSI), a provision to which the agreements expressly refer for the terms and effects of the declaration. The two declarations had already been published separately in BOCCE No. 6,652, dated September 15, 2026 (agreements 630 and 631, pages 3411 and 3412), signed by the Councilor for Finance, Economic Transition and Digital Transformation, Kissy Chandiramani Ramesh, on September 8. Those agreements established that they would take effect from the day following their publication and that they exhausted administrative remedies, with a contentious-administrative appeal before the Court of First Instance of the Contentious-Administrative Section of Ceuta within two months.

Credits and processing
- First budget modification file of 2026: initially approved by the Plenary on July 31, exposed to the public for fifteen days without claims or amendments, and definitively approved by decree of the Minister of Finance on September 14, 2026 (BOCCE No. 6,653, September 18, p. 3440).
- Second credit modification file of 2026: initial approval in the same session on July 31, now published in the summary of agreements.
The declaration of strategic interest is the gateway that activates the tax effects provided for in the IPSI ordinance for projects thus qualified, so the decision affects both the promoters and the industrial environment where both initiatives are implemented. For readers, the agreement represents the formal confirmation, in the official bulletin, of two private investments that the City considers priorities: a technology-based incubator on port land and a GLP logistics center next to the Penitentiary Center, on a plot surrounded by the Legion’s training area and the Maquinaria Hidalgo e Hijos industrial complex.
