Ceuta declares GASIB's LPG plant in Mendizábal as strategic

The Plenary of the Assembly of the Autonomous City of Ceuta, in an extraordinary session held on July 31, 2026, has declared as being of strategic interest the project for the construction of a liquefied petroleum gas (LPG) container storage plant presented by GASIB Sociedad Ibérica de Gas Licuado. The agreement is published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,652, dated September 15, 2026, page 3412, and shall take effect from the day following its publication.
The facility will be located at Industrial Estate 1, Plot 425, in Cerro Mendizábal, next to the Penitentiary Center, and has a construction license granted on April 14, 2026. The declaration is based on Article 33.Five of the current Fiscal Ordinance Regulating the Tax on Production, Services, and Imports, which grants the initiative favorable tax treatment.
A key project for energy supply
The plant, promoted by GASIB Sociedad Ibérica de Gas Licuado, consists of a Category I LPG cylinder storage center, with a capacity for approximately 18,340 containers. The Plenary agreement emphasizes that the operation is not only safe for its surroundings but “strategically necessary for the City of Ceuta,” as stated in the previously approved environmental impact report.
The project has already passed the simplified environmental impact assessment via decree from the counselor of Environment, Urban Services, and Housing, Mr. Alejandro Ramírez Hurtado, dated August 18, 2026, published in BOCCE No. 6,646. The report concluded that the activity does not affect the protected areas of the Natura 2000 Network nor generate significant environmental impacts, adopting an external safety distance of 20 meters.
Processing and tax effects
The declaration of strategic interest is part of the City’s policy to attract and consolidate essential infrastructure. Its main effects include:
- Application of Article 33.Five of the Fiscal Ordinance Regulating the Tax on Production, Services, and Imports.
- Entry into force from the day following its publication in the BOCCE.
- Exhaustion of administrative remedies, with the possibility of filing a contentious-administrative appeal before the Court of First Instance of the Contentious-Administrative Section of Ceuta within two months.
The agreement is electronically signed by the counselor of Treasury, Economic Transition, and Digital Transformation, Ms. Kissy Chandiramani Ramesh, dated September 8, 2026.
Guarantee of supply and security
The new plant effectively replaces the previous LPG storage model in the city, which was linked to the spheres of the ATLAS Ceuta factory, whose decommissioning and inertization were already authorized by the Ministry of Environment in August 2026. According to technical reports, the GASIB installation represents a security improvement against the risk of BLEVE-type accidents associated with the old spheres.
The declaration of strategic interest reinforces Ceuta’s position regarding energy autonomy by guaranteeing the storage and distribution of liquefied gas containers for domestic, hospitality, and industrial use. For citizens, the measure ensures the continuity of an essential service and consolidates an infrastructure that the administration itself considers necessary for the city’s development.
