Ceuta creates the section head office for Occupational Risk Prevention

The Autonomous City of Ceuta has published in the Official Gazette of the City of Ceuta number 6,652, dated September 15, 2026, the correction of errors of the Agreement of the Governing Council of August 18, 2026, which creates the position of Head of Section of the Occupational Risk Prevention Service. The correction, signed by the Director General of Human Resources of the Administration, Emilio Carreira Ruiz, dated September 8, 2026, directly affects the municipal personnel structure.

The correction falls within the authority attributed to the Directorate General of Human Resources and Administration in point 7 of the Agreement of the Governing Council of March 6, 2025, which approved the City’s List of Job Positions (BOCCE no. 6,495, of March 14, 2025). This authority allows for the correction of material, factual, or arithmetic errors in accordance with article 109.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The new job position

The original agreement, published in the Extraordinary BOCCE no. 41, of August 31, 2026, included the creation of the position, but a material error was noted which is now corrected. The position is configured with the following conditions:

• Career Civil Servant, Group A (A1/A2).
• Destination Supplement: level 26.
• Specific Supplement: €1,597.14.
• Method of provision: merit-based competition.

Assigned functions

The published text details the functions of the new head of section, among which the following stand out:

• Direct the technical area of the Occupational Risk Prevention Service (SPRL), coordinating technicians and responding to the technical demands of the service.
• Act as a liaison with various City services and external entities, such as the Labor and Social Security Inspectorate.
• Support the Service Management and carry out the necessary administrative procedures.
• Draft technical specifications and tenders, evaluate offers, and monitor contracts linked to the SPRL.
• Control contractual compliance, validate deliverables, and authorize invoices.
• Prepare and maintain records, procedures, risk files, and evidence of legal compliance.
• Assist and advise the health and safety committee on occupational risk prevention.
• Substitute for the Head of Service in their absence.

Impact on management positions

The correction also affects point 3 of the agreement, which modifies all Service Heads and Section Heads to Group A (Subgroup A1/A2) and to Destination Supplement level 26. This unification of levels seeks to homogenize the management structure of municipal personnel and reinforce the technical capacity of the service in the face of increasing legal requirements regarding occupational risk prevention.

The creation of this section head position reinforces the structure of the Occupational Risk Prevention Service of Ceuta, which in recent months has promoted selection processes for technicians in this field, such as the call for an Intermediate Technician in Occupational Risk Prevention position published in BOCCE No. 6,650. With this correction, the City guarantees an expert profile to manage and coordinate the technical demands of the service, improving the response to legal obligations and the needs of municipal staff.
