Ceuta announces the position of head of the Fire Service by free designation.

The Official Gazette of the City of Ceuta (BOCCE) publishes this Friday, 14 August 2026, in its issue 6.643, the rules for filling, by free designation, the position of head of the Fire Extinguishing and Rescue Service (SEIS) of the city. The post, classified in Group A, Subgroup A1, with a destination supplement level 26, will be filled by appointment by the President of the Autonomous City. The call was approved by Decree 586, issued by the Councillor for the Presidency and Governance, Mr. Alberto Ramón Gaitán Rodríguez, dated 7 August 2026, and is also published in the Official State Gazette (BOE).

The rules were reported to the trade union organisations at the General Negotiating Body for Public Employees of the Autonomous City of Ceuta held on 14 July 2026. The List of Job Posts of the City, approved by Agreement of the Governing Council of 30 December 2024 and 6 March 2025 and amended on 27 January 2026 (BOCCE No. 6.591, of 13 February 2026), establishes free designation as the method of filling this head position, a system covered by article 80 of Royal Legislative Decree 5/2015 (Basic Statute of the Public Employee) and article 8 of the SEIS Regulations of Ceuta.

The position and its remuneration

The position offered forms part of the Special Administration Scale, Special Services Subscale, Technical Scale, with the following characteristics:

  • Name: Head of the Fire Extinguishing and Rescue Service.
  • Group A, Subgroup A1; destination supplement level 26.
  • Specific supplement: €2,657.11 per year.
  • Service regime: split and special working hours, with dedication and full availability.
  • Functions: those provided for in the SEIS Regulations of the Autonomous City of Ceuta.

Requirements for applicants

Career civil servants of the Technical Corps of Special Administration (Group A1) from the Ceuta Fire Brigade or from any Public Administration may participate, provided that they:

  • hold the appropriate technical qualification (Bachelor’s degree or equivalent);
  • meet the conditions and have the necessary experience to perform the functions of the head position;
  • provide the authorisations or certificates required by the legislation of their home Administration.

Civil servants who have been disqualified or suspended by virtue of a final court ruling or administrative resolution are excluded, and applicants with the status of career military personnel in the Armed Forces shall be subject to their specific regulations.

Applications, addressed to the President of the City, may be submitted at the City registries or through any of the channels provided for in Article 16.4 of Law 39/2015, within 15 business days following the publication of the call in the BOE. They must be accompanied by a photocopy of the ID card, certification of the status of career civil servant, and a curriculum vitae with duly accredited merits; experience in fire prevention and firefighting and in emergency situations will be preferentially valued.

Candidates considered suitable will be called for an interview on matters arising from their professional curriculum. The appointment, subject to a prior report from the councilor of the competent area, corresponds to the President of the City, who must make it within one month from the end of the application submission period, extendable by another month. Assumption of office will be three business days if it does not involve a change of residence and one month otherwise, and the procedure may be declared void if no applicant is deemed suitable.

The leadership of the SEIS is a key position in the security and emergency response of Ceuta, and by admitting candidates from any Public Administration, the call broadens the range of profiles with command in firefighting. Its publication in the BOE, in addition to the BOCCE, guarantees the publicity required by the principles of equality, merit, and ability.
