Ceuta definitively grants the 2025-2026 Flutter scholarships to 18 engineering students

The Minister of Education, Culture, and Youth of the Autonomous City of Ceuta, Pilar Orozco Valverde, has definitively granted the Flutter Foundation scholarships for the 2025-2026 academic year, aimed at Ceuta students enrolled in university studies in engineering and/or architecture. The decision is formalized in decree 656, signed on September 17, 2026, and published in the Official Gazette of the City of Ceuta (BOCCE) No. 6,655, dated September 25, 2026, within the section of Other Provisions and Agreements (pp. 3495-3500).

The call is governed by the regulatory bases published in the Extraordinary BOCCE No. 67, dated December 26, 2025, which establish the granting of scholarships through a competitive process. The Eleventh Base provides that, once the applications have been evaluated, the instructing body shall formulate a proposal for a provisional resolution, published in the BOCCE, on the Notice Board of the Autonomous City, and on the municipal website, with a period of ten business days for appeals.

The provisional resolution was approved by the minister’s decree published in BOCCE No. 6,643, dated August 14, 2026, and the appeals period ended on August 28. After reviewing the appeals and making the appropriate modifications, the Scholarships Unit of the Ministry of Education, Culture, and Youth, as the instructing body, submitted the proposal for the final resolution, which has a favorable legal report from the General Administration Technician assigned to the department.

Eighteen scholarships granted, from 2,500 to 5,000 euros

Annex I of the decree lists 18 beneficiaries, fifteen of them with 5,000.00 euros and three with 2,500.00 euros, totaling 82,500 euros in published amounts. The accepted waiver from one of the awardees leaves the effective amount at 77,500 euros.

Incompatibilities and duplications

The grants are incompatible with any other intended for the same purpose, particularly those from the Ministry of Education and Vocational Training and the general university study grants from the Department itself. Annex II lists, in alphabetical order, the detected cases:

• Sumaia Ahmed Chatt (file 46156): duplication with a City scholarship.
• Paola Ruiz Alemany (file 46160): duplication with a City scholarship.
• Iman Hajji Aiachi (file 46496): waiver of the Flutter scholarship.

Thirteen excluded applications

Annex III details the applications that did not obtain the scholarship and the reason for exclusion, including insufficient grade point average, not completing 60% of the enrolled credits, exceeding the years established in the study plan (Base 9th), pursuing studies outside the call for applications, or failing to respond to the request of the instructing body:

Appeal process

The decree exhausts the administrative route. An optional appeal for reversal may be filed before the same body within one month, or a direct challenge may be filed before the Contentious-Administrative Court of Ceuta within two months from the day following its publication.

The resolution closes the procedure opened in December 2025 and provides certainty to the engineering and architecture students who depended on these grants to finance the 2025-2026 academic year, while providing public record of the exclusions and incompatibilities with other scholarships, a key point for those applying simultaneously to state and municipal calls.
