Ceuta bonifica con 3,8 millones hasta el 65% del billete aéreo

The Official Gazette of the Autonomous City of Ceuta (BOCCE) publishes this Tuesday, October 20, 2026, the call and the regulatory bases for the seventh extension of the Bonus Program for non-residents using air transport between the Peninsula and Ceuta. The initiative, processed by PROCESA, allocates 3,800,000 euros to partially subsidize the tickets of non-resident passengers, up to a maximum of 65% of the price. The summary appears in BOCCE No. 6,662, in the General Provisions section, with official reference 697 and identifier BDNS 935387.

Regulatory framework and background

The regulatory bases for this seventh extension were approved by Agreement of the Governing Council of the Autonomous City of Ceuta on October 7, 2026. The summary is published under articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17, and the full text can be consulted in the National Subsidies Database.

The stated purpose is to encourage tourism promotion through direct aid to non-resident passengers who use aircraft to visit the city, partially subsidizing the transport ticket. The document is signed by Rodolfo Croce Clavero, on behalf of the General Secretariat, dated October 15, 2026.

Up to 65% of the ticket: 141 euros from Algeciras and 300 from Málaga

The maximum subsidy that PROCESA will pay to each passenger will be 65% of the ticket price, with maximum limits per route:

  • Algeciras-Ceuta-Algeciras route: 141 euros.
  • Málaga-Ceuta-Málaga route: 300 euros.

The beneficiaries are passengers not resident in Ceuta who use air transport for their travel between the Peninsula and the city.

No prior application: the airline applies the discount at the time of sale

The procedure does not require a prior application from the travelers. According to the sixth section of the summary, the bonus will be implemented through agreements with the companies providing the service, so that they are the ones who apply the discount to the purchase price of the ticket at the time of sale to the passenger.

Subsequently, and on a monthly basis, the airlines may claim the payment of the advanced amounts from PROCESA. This design transfers the operational management to the airlines and leaves the control of expenditure and payment in the hands of the municipal company.

3.8 million charged to PROCESA and entry into force on October 21

The credit for the call amounts to three million eight hundred thousand euros (3,800,000 €), taxes and expenses included, charged to the expenditure and income forecast of PROCESA.

The regulatory bases and the call for applications will enter into force the day after their publication in the BOCCE, that is, Wednesday, October 21, 2026.

The call is added, in the same issue of the bulletin, to the decree of the Minister of Commerce, Tourism, Employment, and Sport, Nicola Cecchi Bisoni, which approves the assignment to AMGEVICESA for the management of the Tourist Bus, within the same line of strengthening the city’s tourism offer.

The measure directly affects tourists, travel agencies, and airlines operating with Ceuta, which will handle the application of the discount at the ticket office and its subsequent monthly settlement. For the non-resident traveler, savings can reach 141 euros per ticket on the Algeciras route and 300 euros on the Málaga route, making this seventh extension the primary public instrument supporting the city’s air connectivity.
