Ceuta opens free appointment for the head of the Local Police

The Autonomous City of Ceuta has opened the free appointment process to fill the leadership of the Local Police Force, the highest-ranking police position in the city. The call, approved by the Minister of Presidency and Governance, Mr. Alberto Ramón Gaitán Rodríguez, via decree dated August 24, 2026, is published in the Official Gazette of the City of Ceuta (BOCCE) number 6,649, dated September 4, 2026, with official reference BOCCE-A-2026-615.

The position became vacant following the departure of Mr. Sebastián Vega Murcia, who had held the post since 2017 and retired upon reaching the ordinary retirement age on September 1, 2026, according to decree 618 of the President of the City, Mr. Juan Jesús Vivas Lara, published in the same gazette.

The position and its remuneration

The position of Chief Superintendent of the Local Police Force belongs to the Special Administration Scale, Special Services Sub-scale, Technical Scale, Police category, Group A, Subgroup A1. Its remuneration and regime characteristics are as follows:

• Destination supplement level: 26.
• Specific supplement: 2,801.47 euros/month.
• Service provision regime: full availability, without alteration of the supplement.

Applicant requirements

Career civil servants of the Special Administration Technical Body, Group A, Subgroup A1, who meet the following conditions may participate:

• Belong to the Local Police, the State Security Forces and Corps, or the Ministry of Defense (in the latter case, with training and experience in matters related to the position).
• Hold a Bachelor’s degree or equivalent.
• Provide the authorizations, certificates, or documents required by the applicable legislation according to the Administration of origin.

The requirements must be met by the end of the application submission period and maintained until the assumption of office. Civil servants who are disqualified or suspended by virtue of a final court sentence or administrative resolution are excluded.

Deadlines and procedure

Applications shall be submitted by electronic means through the electronic office of the Autonomous City of Ceuta, within a period of 15 business days starting from the day following the publication of the call in the Official State Gazette. The application must be accompanied by the ID (DNI), certification as a career civil servant, authorization from the Administration of origin, and a curriculum vitae detailing the alleged merits.

Candidates considered suitable will be called for an interview regarding their professional curriculum. The appointment, following a report from the Counselor of Presidency and Governance, corresponds to the President of the City, who must carry it out within one month from the end of the application period, extendable for another month. The assumption of office is set at three business days from the resolution, and the procedure may be declared void if no applicant is found suitable.

Regulatory Framework

The call for applications is based on Article 80 of Royal Legislative Decree 5/2015, of the Basic Statute of the Public Employee, Article 15.1 of the Local Police Corps Regulations, and Articles 41 and following of the Regulating Regulation of the Relationship, Provision, Valuation, and Remuneration of job positions in Ceuta. The Job Position List, approved by Government Council Agreements of December 30, 2024, and March 6, 2025, establishes the competition and free designation as forms of provision for this leadership position.

The call represents a relevant milestone for the city’s security, as it opens the possibility for officials of the Local Police, the State Security Forces and Corps, and the Ministry of Defense to lead the Ceuta police force, in a process that combines merit, capacity, and the discretionary trust of the competent body.
