Ceuta opens the fourth call for ESF+ scholarships for 225 unemployed people

The Autonomous City of Ceuta has opened the fourth call for public aid destined for Employment Training Programs, charged to measure 1.A.04 of the ESF+ for Ceuta 2021-2027. The summary is published in BOCCE No. 6,654, dated September 22, 2026, as provision 651 (pp. 3468-3470), with the identifier BDNS 923866. The call mobilizes up to 364,050 euros in training and transport grants for 225 places, and the deadline for submitting applications ends on October 16, 2026.

The announcement is supported by articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17, and refers to the full text deposited in the National Subsidies Database. The regulation governing the aid is the Regulatory Bases for the granting of subsidies in the form of training and transport grants, approved by Decree No. 2024/62548 of the Ministry of Finance, Economic Transition and Digital Transformation, dated October 24, 2024, published in BOCCE No. 6,459 of November 8, 2024. The procedure is resolved through competitive bidding and the summary is signed by José Diestro Gómez, director of PROCESA.

Recipients: unemployed persons at risk of exclusion

The aid is aimed at unemployed persons in a situation or risk of social exclusion registered as job seekers with the SEPE of Ceuta. Those who have been previously selected through the Integrated and Personalized Insertion Itineraries, implemented within the framework of Measure 2.H.01, Political Objective 4, Priority 2, Specific Objective ESO4.8, of the ESF+ Autonomous City of Ceuta 2021-2027 Program, are considered beneficiaries.

The requirements to achieve beneficiary status are:

• To be of legal working age.
• To reside legally and effectively in the Autonomous City of Ceuta.
• To be registered as a job seeker with the SEPE.

The purpose is to launch programs that guarantee the acquisition of competencies and skills that facilitate incorporation into the labor market, from literacy to technical, entrepreneurial, transversal, and personal development skills.

Three itineraries and amounts per day of attendance

The calculation method is based on the unit cost per day of attendance at the training action, in accordance with articles 53 and following of Regulation (EU) 2021/1060 and Delegated Regulation (EU) 2023/1676. By similarity, Order TMS/368/2019, of March 28, is applied, whose maximum grant of 9 euros per day is increased by up to 50% for groups with greater insertion difficulties; in this case, it is set at 13.50 euros per day of attendance. The transport aid is established at 1.50 euros per day, regardless of the means used, for those residing more than one kilometer from the training center.

The three planned actions and their amounts per student are:

• Spanish Language Literacy: 45 places, 222 teaching hours and 74 days; 999.00 euros in scholarships and 111.00 euros for transport (49,950 euros in total).
• Basic Comprehensive Training: 60 places, 364 teaching hours and 91 days; 1,228.50 euros in scholarships and 136.50 euros for transport (81,900 euros in total).
• Basic Occupational Training: 120 places, 645 teaching hours and 129 days; 1,741.50 euros in scholarships and 193.50 euros for transport (232,200 euros in total).

The breakdown totals 327,645 euros in training scholarships and 36,405 euros in transport grants, up to a maximum of 364,050 euros for the 225 places.

European funding and calendar

The co-financing corresponds 85% to the ESF+, through Measure 1.A.04 incorporated into Political Objective 4, Priority 1, Specific Objective ESO4.1, and 15% to the Autonomous City of Ceuta. Grants cannot be awarded in amounts exceeding those set in the call for applications.

The application period opens the day following publication in the BOCCE and closes on October 16, 2026. The justification process follows, with a deadline set for December 31, 2027.

The call strengthens the employment training network in a city with one of the highest unemployment rates in the country and concentrates European funds on groups with the greatest barriers to integration. For job seekers at risk of exclusion, the calendar is tight: those who do not formalize their application before October 16 will be excluded from the 225 places and from grants that can reach 1,935 euros per student between scholarship and transport in the longest itinerary.
