Cessa Marc Vaccaro com a cap de Relacions Institucionals d'Acció Exterior

Marc Vaccaro Rodríguez has ceased, at his own request, to be the head of the Institutional Relations Office of the Department of European Union and Foreign Action of the Generalitat. The cessation, effective as of October 5, 2026, is formalized by Resolution UEX/3470/2026, dated September 28, signed by the general secretary of the department, Lorena Elvira Ayuso. The decision is published in the Official Gazette of the Generalitat of Catalonia (DOGC) no. 9766, dated October 5, 2026, within the Positions and Personnel section, with the reference CVE-DOGC-A-26273036-2026.

The cessation resolution stems from Vaccaro’s previous appointment to the same position, agreed upon by Resolution UEX/3219/2024, dated August 30, published in DOGC no. 9247, dated September 13, 2024. The text recalls that the applicable regime is that of the temporary staff of the Administration of the Generalitat, and that cessation from this type of position may occur at the request of the interested person.

The invoked regulation is twofold: on one hand, Article 123 of Legislative Decree 1/1997, of October 31, which approves the recast into a single text of the precepts of certain legal texts in force in Catalonia regarding public service (DOGC no. 2509A, of 3.11.1997); on the other, Article 5 of Decree 2/2005, of January 11, on the legal regime of the temporary staff of the Administration of the Generalitat of Catalonia (DOGC no. 4300, of 13.1.2005).

A high-ranking official of the Government’s external structure

The Institutional Relations Office depends on the Department of European Union and Foreign Action, the Government area in charge of foreign policy, relations with the European Union, and the coordination of Catalonia abroad. The position ceases effective as of the day of publication in the DOGC, October 5, 2026, and the resolution thanks Vaccaro for the services rendered.

The department has experienced other personnel movements in recent weeks, all published in the same bulletin:

  • Resolution UEX/3156/2026, dated August 27, which resolves the specific competition to fill five job positions in the Secretariat for European, Multilateral Affairs and Development Cooperation (DOGC no. 9748, of 9.9.2026).
  • Agreement GOV/220/2026, dated September 1, appointing Meritxell Marsà Sambola as the Government delegate to Germany (DOGC no. 9744, of 3.9.2026).
  • Edict of September 29, 2026, for public information of the Draft decree of the Regulation of the Foreign Action and European Union Corps (DOGC no. 9761, of 30.9.2026).

Deadlines and means of appeal

The resolution exhausts the administrative route. The interested person may optionally file:

  • An appeal for reconsideration (recurs de reposició) before the same body that issued it, within a period of one month starting from the day after publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
  • A contentious-administrative appeal before the contentious-administrative section of the competent court of first instance, within a period of two months starting from the day after publication, according to Law 29/1998, of July 13.

The signature of the resolution corresponds to the general secretary by delegation of powers from the head of the department, established by Resolution EXI/404/2019, of February 18 (DOGC no. 7819, of 27.2.2019).

The cessation leaves the direction of the Office of Institutional Relations vacant, a coordination piece between the department and institutional actors, and comes in the midst of the processing of the new Regulations of the Foreign Action and European Union Corps. The DOGC has not published, on the same date, any appointment resolution to replace it.
