Ceses y nombramientos de vocales en la Junta Consultiva de Contratación

The Minister of Finance, Public Administration and Social Dialogue, María Elena Manzano Silva, has ordered the termination and appointment of members of the Administrative Contracting Advisory Board of the Autonomous Community of Extremadura. The decision is formalized through the Resolution of October 2, 2026, and published in the Official Gazette of Extremadura (DOE) No. 197, of October 13, 2026, within section II, Authorities and Personnel, under the official reference 2026062530.

The Administrative Contracting Advisory Board is the advisory body on administrative contracting matters for the Regional Government of Extremadura and the entities considered contracting authorities integrated into its regional public sector that fall within the scope of state legislation on public sector contracts. Its organization and operation are governed by Decree 24/2023, of March 29, whose article 1.1 defines its attachment to the Ministry competent in finance matters.

Article 9.1 of the aforementioned decree establishes that the Plenary of the Board is composed of the Presidency, the Secretariat and, as members, a representation of the Delegated Audit Offices of the General Audit Office of the Regional Government of Extremadura, a representation of the Higher Corps of Lawyers of the General Advocacy of the Regional Government of Extremadura, a Head of Service or similar from each of the Ministries that make up the Government and from the autonomous bodies that are determined, and the Head of Service responsible for the Contracts Registry.

Three appointments and two terminations

The resolution agrees, first, the appointment of Ms. Inés María Garrido García, Head of the Administrative Contracting Service, as a member proposed by the Ministry of Industry, Energy, Science and Territory.

Likewise, it resolves the termination of Mr. Indalecio Moreno Tamayo as a member representing the Vice-Presidency and Ministry of Deregulation, Social Services and Family, and the appointment, proposed by the same department, of Mr. José Manuel Carrasco Ramos, Head of the Contracting Service.

Thirdly, it orders the termination of Mr. Ángel Ramón Carrasco Sayago as a member representing the Ministry of Culture, Tourism and Sports, and the appointment, proposed by said Ministry, of Ms. María José Navas Bravo, Head of the Contracting Service.

In summary, the changes are:

  • Inés María Garrido García (Head of the Administrative Contracting Service): new appointment by the Ministry of Industry, Energy, Science and Territory.
  • José Manuel Carrasco Ramos (Head of the Contracting Service): new appointment by the Vice Presidency and Ministry of Deregulation, Social Services and Family.
  • María José Navas Bravo (Head of the Contracting Service): new appointment by the Ministry of Culture, Tourism and Sports.
  • Indalecio Moreno Tamayo: termination as member of the Vice Presidency and Ministry of Deregulation, Social Services and Family.
  • Ángel Ramón Carrasco Sayago: termination as member of the Ministry of Culture, Tourism and Sports.

The origin: the restructuring of the ministries

The resolution is justified by the reorganization of the regional Administration. Presidential Decree 11/2026, of April 29, modified the name, number, and competencies of the Ministries that make up the Administration of the Autonomous Community of Extremadura and created the Vice Presidencies. Subsequently, Decree 18/2026, of April 30, established the basic organic structure of the regional Administration, leading to the creation of the Ministry of Industry, Energy, Science and Territory.

The previous composition of the Plenary had been established by the Resolution of February 7, 2024, of the Minister, which carried out the appointment of the persons who would hold the memberships. The organizational changes and the substitution proposals formulated by the Vice Presidency and Ministry of Deregulation, Social Services and Family and by the Ministry of Culture, Tourism and Sports necessitate the issuance of a new resolution for the appointment of the members representing said departments.

Publication and effects

The agreement is adopted under article 9.1.b) of Decree 24/2023, of March 29, and its sixth point orders the publication of the resolution in the Official Gazette of Extremadura. The document appears signed in Mérida on October 2, 2026, by the Minister, María Elena Manzano Silva.

The resolution takes effect from its adoption and updates the representation of the Ministries in the body that reports and advises on the administrative contracting of the regional public sector.

Impact for bidding companies

The renewal of members affects a key body for companies participating in public tenders in Extremadura, as the Administrative Contracting Advisory Board issues reports and interpretative criteria on the application of public sector contracting regulations. The entry of new representatives from the Departments of Industry, Energy, Science and Territory; Deregulation, Social Services and Family; and Culture, Tourism and Sports modifies the composition of the Plenary within a context of administrative reorganization; therefore, economic operators must take into account the new institutional dialogue regarding consultations and contracting criteria.
