Por FactBox Admin

The BOCM publishes this Wednesday Order 3150/2026, of October 14, from the Department of Family, Youth, and Social Affairs, which provides for the dismissal and appointment of a member of the Development Cooperation Council of the Community of Madrid. The regional minister Ana Dávila-Ponce de León Municio signs the resolution, which replaces the representative of the Madrid NGO Network (Red de ONGD de Madrid) following the expiration of their mandate on the entity’s board of directors. The text appears in issue number 258 of the bulletin, with reference BOCM-20261028-6.
The advisory body of the third sector
The Development Cooperation Council of the Community of Madrid was created by Decree 135/2018, of September 4, of the Governing Council, as a collegiate body for consultation and participation in matters of development cooperation, attached to the department competent in the matter.
According to Article 4 of that regulation, the Plenary of the Council is composed of:
- The Presidency, which corresponds to the head of the department competent in development cooperation.
- The Vice-Presidency, exercised by the head of the general directorate competent in development cooperation.
- Seventeen memberships, of which five represent non-governmental development organizations with a presence in the Community of Madrid and are designated by the Madrid NGO Network.
Paragraph 4 of the same article grants the head of the department the authority to appoint the members, while Article 5.3 regulates the duration of the mandate in cases of substitution.
Dismissal of García Quiñones and replacement by Manteca Agüeros
The order stems from the justifying memorandum approved by the Director General of Social Services and Integration on September 29, 2026. The previous appointment had occurred through Order 253/2024, of February 13, of the same department, which designated José Luis García Quiñones as the representative of the Madrid NGO Network, then the network’s member for Political Advocacy and Agenda 2030.
The operative part establishes:
- To dismiss, as representative of the Madrid NGO Network, José Luis García Quiñones, member of Political Advocacy of the network.
- To appoint, as representative of the same entity, Jaime Manteca Agüeros, member of Political Advocacy of the Madrid NGO Network.
The reason for the replacement is the expiration of García Quiñones’ mandate on the Board of Directors of the Madrid NGO Network, a circumstance that necessitates his substitution by the organization’s new head of political advocacy.
Partial mandate and entry into force
The appointed member shall hold the position for the remaining time until the end of the term of the member they replace, in accordance with article 5.3 of Decree 135/2018, of September 4. That is, Manteca Agüeros does not begin a full term, but rather completes the remaining period of their predecessor.
Order 3150/2026 shall take effect on the day following its publication in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID, such that its validity begins on October 29, 2026. The text bears order number 03/16.870/26 and occupies pages 19 and 20 of the issue.
Impact on third sector dialogue
The handover affects one of the five memberships that the third sector holds in the Plenary of the Council, the space where development NGOs with activity in the region channel their dialogue with the regional Executive. The continuity of the seat in the hands of the Madrid NGO Network keeps the balance of representation provided for in Decree 135/2018 intact, despite the change in holder, and ensures that the organization retains its voice in a body that only admits five representatives of the sector among its seventeen memberships. For the entities that depend on this consultative channel, the change of person does not alter the quota, but it does require rebuilding the dialogue with whoever now carries out the network’s political advocacy vocation.
