Dismissal of the management director of the León Healthcare Complex

The Regional Ministry of Health and Social Welfare of the Junta de Castilla y León has arranged for the termination, at his own request, of José Luis Martínez Juan from the position of Director of Management and General Services for Specialized Care at the University Healthcare Complex of León. The decision is formalized through Order SAN/781/2026, of August 17, published in the Official Gazette of Castilla y León number 160, of August 19, 2026, page 17.

The order, signed by Minister Alejandro Vázquez Ramos in Valladolid on August 17, expressly thanks the departing official for the services rendered. With this departure, a key management position remains vacant in the administration of one of the main hospital complexes of the Leonese public health system.

Regulatory Framework

The termination is processed in accordance with Article 7 of Decree 73/2009, of October 8, which regulates the procedure for the appointment and removal of freely appointed positions in the health centers and institutions of the Regional Health Management. The ministry acts using the powers conferred by Article 6.2.b) of Law 2/2007, of March 7, of the Legal Statute of the Statutory Personnel of the Health Service of Castilla y León.

As it is a freely appointed position, removal does not require a competitive process or contest; the will of the competent body together with the request of the interested party is sufficient.

Effects and Appeals

The resolution ends the administrative route, therefore, those who consider themselves affected have the following means of challenge:

• Contentious-administrative appeal before the Contentious-Administrative Court, within a period of two months from the day following its publication.
• Optional appeal for reversal before the same body, within a period of one month from the day following its publication, in accordance with Article 123 and following of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations.

Relevance for Leonese Healthcare

The University Healthcare Complex of León groups the main hospitals and specialty centers of the province, and the Directorate of Management and General Services for Specialized Care is responsible for the organization of resources, general services, and support for healthcare activity. The vacancy leaves a management gap that the Regional Health Management must fill through the free appointment procedure provided for in the regional regulations, within a context of renewal of the management teams of the public health system of Castilla y León.
