Cesamentos e nomeamentos renovan a cúpula de Economía, Emprego e Mar

The Council of the Xunta de Galicia agreed in its meeting on October 13, 2026, to a renewal of high-ranking officials affecting three departments: Economy and Industry, Employment, Trade and Emigration, and Sea. The eight decrees—four dismissals and four appointments—are published in the Official Gazette of Galicia (DOG) no. 195, dated October 14, 2026, in section II. Authorities and personnel, with references Decree 97/2026 to Decree 104/2026.

The decision is processed under articles 4.13 and 34.2 of Law 1/1983, of February 22, on the regulatory norms of the Xunta and its Presidency, and article 28 of Law 16/2010, of December 17, on the organization and functioning of the general administration and the autonomous public sector of Galicia. All decrees are dated in Santiago de Compostela on October 13, 2026, following deliberation by the Council of the Xunta, and are signed by the president with substitution (P.S., article 26.7 of Law 1/1983) of Diego Calvo Pouso, Minister of Presidency, Justice and Sports, together with the proposing ministers.

Economy and Industry: change in the direction of Industrial Strategy

  • Dismissal: Margarita Ardao Rodríguez, general director of Industrial Strategy and Business Land, at her own request (Decree 97/2026, p. 52404).
  • Appointment: Bruno Fernández González as general director of Industrial Strategy and Business Land (Decree 101/2026, p. 52408).
  • Proposal: the Minister of Economy and Industry, María Jesús Lorenzana Somoza.

The handover takes place in the general directorate in charge of industrial strategy and the management of business land, an area directly linked to the attraction of investment and the implementation of productive projects in Galicia. The dismissal of Ardao Rodríguez is processed at her own request, and the decree thanks her for the services rendered.

Employment, Trade and Emigration: new direction in Self-Employment

  • Dismissal: Marta Mariño Regueiro, general director of Self-Employment and Social Economy, at her own request (Decree 98/2026, p. 52405).
  • Appointment: Marta Vázquez Guzmán as general director of Self-Employment and Social Economy (Decree 102/2026, p. 52409).
  • Proposal: the Minister of Employment, Trade and Emigration, José González Vázquez.

The affected general directorate manages the policies for the promotion of self-employment and the social economy, two axes of the autonomous department of Employment. As in the previous case, the dismissal is formalized at the own request of the outgoing holder.

Sea: new general technical secretariat and transfer to the Marine Environment Control Agency

  • Cessation: Marta Barreiro Castro, technical general secretary of the Ministry of the Sea, at her own request (Decree 99/2026, p. 52406).
  • Appointment: María Luisa Boquete Pumar as technical general secretary of the Ministry of the Sea (Decree 103/2026, p. 52410).
  • Cessation: María Covadonga Salgado Blanco, director of the Technological Institute for the Control of the Marine Environment, due to transfer to another destination (Decree 100/2026, p. 52407).
  • Appointment: María Covadonga Salgado Blanco as director of the Autonomous Public Agency for the Control of the Marine Environment of Galicia (Decree 104/2026, p. 52411).
  • Proposal: the Minister of the Sea, Marta Villaverde Acuña.

Decree 104/2026 expressly invokes article 16 of Decree 74/2026, of June 29, by which the Technological Institute for the Control of the Marine Environment of Galicia is suppressed, the Autonomous Public Agency for the Control of the Marine Environment of Galicia is created, and its statutes are approved. Salgado Blanco’s movement is explained, therefore, within the framework of the substitution of the old institute by the new public agency.

Cessations by own request and one transfer of destination

Three of the four cessations are agreed «at own request» —those of Margarita Ardao Rodríguez, Marta Mariño Regueiro, and Marta Barreiro Castro— while that of María Covadonga Salgado Blanco is arranged «due to transfer to another destination». In all cases, the decrees include the formula of gratitude for services rendered, and the corresponding appointments are published in the same section II. Authorities and personnel of the same issue of the bulletin, which confirms the simultaneity of the reliefs.

The joint publication of the eight decrees in a single issue of the DOG positions the renovation as a coordinated operation of three departments of the Xunta, and not as isolated adjustments. For readers, the practical effect is a change in the administrative leadership that manages industrial policy, self-employment, and the control of the marine environment, areas with a direct impact on companies, freelancers, and the Galician fishing and shellfish sector.
