Por FactBox Admin

Cesa la viceconsejera de Economía y Empleo de Madrid a petición propia

The Governing Council of the Community of Madrid approved on October 14, 2026, the resignation, at her own request, of María del Carmen Tejera Gimeno as Vice-Minister of Economy and Employment, with gratitude for the services rendered. The decision is formalized through Decree 85/2026, of October 14, published in the Official Gazette of the Community of Madrid (B.O.C.M.) number 246, of October 15, 2026, within section I.B) Authorities and Personnel, on page 15. The resignation affects a key position in the economic, budgetary, and employment management of the regional Executive.

The decree is issued in accordance with the provisions of articles 21.m) and 31.c) of Law 1/1983, of December 13, on the Government and Administration of the Community of Madrid, at the proposal of the Minister of Economy, Finance and Employment and following deliberation by the Governing Council at its meeting on October 14, 2026. The provision is signed by the Minister of Economy, Finance and Employment, Rocío Albert López-Ibor, and by the President of the Community of Madrid, Isabel Díaz Ayuso, and bears the file number (03/16.674/26).

A resignation at own request with gratitude for services rendered

The published text is limited to a single provision: the resignation, at her own request, of María del Carmen Tejera Gimeno as Vice-Minister of Economy and Employment, with express gratitude for the services rendered. The formula used, “at her own request,” indicates that the departure responds to a request from the office holder herself and not to a dismissal agreed upon by the regional Government.

The essential data of the resolution are as follows:

  • Issuing body: Governing Council of the Community of Madrid.
  • Regulation: Decree 85/2026, of October 14.
  • Date of the Governing Council meeting: October 14, 2026.
  • Publication date: October 15, 2026, B.O.C.M. number 246, page 15.
  • Section: I.B) Authorities and Personnel, Ministry of Economy, Finance and Employment.
  • Official document reference: BOCM-20261015-2.

Delegated powers and recent activity of the position

María del Carmen Tejera Gimeno accessed the position through Decree 49/2025, of July 9, of the Governing Council, and exercised the powers delegated by the Order of April 17, 2024, of the Ministry of Economy, Finance and Employment (B.O.C.M. of May 7, 2024), within the framework of the organic structure established by Decree 230/2023, of September 6. This delegation granted her the authority to sign agreements, subsidy plans, and resolutions of the Ministry.

Her signature appears in documents published in the weeks immediately preceding the resignation:

  • The Order of September 25, 2026, which approves the Strategic Grant Plan of the Public Employment Service of the Community of Madrid for 2027, 2028, and 2029 (B.O.C.M. number 240, of October 8, 2026).
  • The Order of September 11, 2026, which approves the Strategic Grant Plan for Entrepreneurship Awards and High-Impact Innovative Projects (B.O.C.M. of October 13, 2026).
  • The extension of an agreement with the Alcobendas City Council, signed on September 28, 2026, and published on October 14, 2026.

Processing and effects

The decree exhausts its content in the dismissal and does not include the appointment of a substitute for the Vice-Ministry of Economy and Employment. B.O.C.M. number 246 does not publish any appointment provision for that position, so the vacancy remains pending coverage by a new decree from the Governing Council.

The Ministry of Economy, Finance, and Employment concentrates competencies in matters of finance, budgets, public service, self-employed workers, entrepreneurship, and active employment policies; therefore, the Vice-Ministry coordinates primary expenditure and revenue areas within the regional Administration. Furthermore, the dismissal occurs in the midst of the processing of grant plans and the department’s conventional activity.

The transition in the Vice-Ministry of Economy and Employment affects the signing of agreements, grants, and resolutions of one of the ministries with the greatest budgetary weight in the Community of Madrid. Until a new appointment is published, those delegated competencies must be reassigned or exercised by substitution in accordance with current regulations, which may introduce delays in the processing of economic and employment files.
