The director of the Casa Juvenil de Sograndio juvenile center steps down

The Ministry of Finance, Justice and European Affairs of the Principality of Asturias has agreed to the dismissal of Aida Rodrigo Norniella as director of the Juvenile Criminal Responsibility Center «Casa Juvenil de Sograndio», after accepting her voluntary resignation from the position. The decision is formalized in a resolution dated August 26, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) number 168, of August 31, 2026, with code 2026-07237.

The dismissal takes effect from the publication of the resolution in the official gazette, and the General Directorate of Public Employment is notified for the appropriate purposes.

Voluntary resignation and regulatory framework

Aida Rodrigo Norniella had been appointed director of the center by a resolution dated June 20, 2025, by the then Minister of Finance, Justice and European Affairs, published in BOPA number 124, of June 30, 2025. On August 19, 2026, she communicated in writing to the Vice-Ministry of Justice her intention to resign from the position for which she had been appointed.

The competence to agree to the dismissal is supported by article 16 d) of the Law of the Principality of Asturias 2/2023, of March 15, on Public Employment, which grants the minister the power to dismiss, for motivated reasons, those occupying positions of free appointment. In this case, the reason is the voluntary resignation of the interested party, accepted by the body that carried out her appointment.

The center and its function

The Juvenile Criminal Responsibility Center «Casa Juvenil de Sograndio» is a facility of the juvenile justice system of the Principality intended for the execution of custodial measures imposed on juvenile offenders. Its directorship is a position of free appointment, which explains the procedure followed for the dismissal.

The resolution, signed in Oviedo on August 26, 2026, by Minister Guillermo Peláez Álvarez, exhausts the administrative route.

Appeals process

Against the resolution, the interested party may file a claim before the Social Section of the Courts of First Instance based in the Principality of Asturias, within two months from the day following its notification, in accordance with articles 2 n), 6.2 b), 10 and 69 of Law 36/2011, of October 10, regulating social jurisdiction. This is understood without prejudice to the fact that the affected party may exercise any other actions she deems appropriate.

The departure of the director opens the way to filling the free appointment position at the center, a replacement that will have a direct impact on the management of juvenile detention measures in Asturias.
