Por FactBox Admin

The Plenary of the Council of Cervo initially approved, in the ordinary session held on October 8, 2026, the integration of the Municipal Action Plan (PAM) against the risk of breach of the Río Covo dam and the Collado dike into the operational and cartographic structure of the Municipal Emergency Plan (PEMU). The agreement was published in the Official Gazette of the Province of Lugo (BOP) no. 234, on Tuesday, October 13, 2026, under reference R. 2745, and will enter into force the day following the publication of the announcement.
The announcement is signed by the mayor of Cervo, Dolores García Caramés, and is processed in accordance with article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and Law 5/2007, of May 7, on emergencies and civil protection of Galicia. The file remains available at the municipal Secretariat for general knowledge and informative purposes.
What the integration into the PEMU implies
The plenary decision incorporates the specific action plan against the risk of breach of the Río Covo dam and the Collado dike into the operational and cartographic structure of the Municipal Emergency Plan. This means that the document becomes part of the council’s general response instrument for emergency situations, both in its organizational dimension and in the territorial representation of risks.
The integration occurs by agreement of the Plenary, the competent body for the initial approval of municipal planning instruments. The published text does not detail execution deadlines, associated investments, or specific technical measures: it is limited to formalizing the incorporation of the PAM into the PEMU and establishing the publicity regime of the agreement.
Regulatory framework and processing
The processing is based on two regulations:
- Article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which regulates the publicity, public exhibition, and entry into force of agreements by local government bodies.
- Law 5/2007, of May 7, on emergencies and civil protection of Galicia, which mandates municipal planning regarding civil protection and coordination with higher-level plans.
According to the announcement, the file remains at the council Secretariat for general knowledge and informative purposes. Unlike other agreements from the same plenary, the text does not set a specific deadline for allegations, but instead refers to the general publicity regime. The agreement will acquire full efficacy the day following its publication in the BOP of Lugo.
Other agreements from the same plenary
The ordinary session of October 8, 2026, of the Plenary of Cervo initially approved other files, published in the same issue of the gazette:
- The adhesion to the Galician Consortium of Equality and Welfare Services and its agreements (R. 2746), displayed in the Secretariat for one month from the day following publication.

Relevance for the neighborhood
