Cerdedo-Cotobade approves a credit of 853,427 euros for the pavilion and the streetscapes

The Plenary of the Cerdedo-Cotobade Council approved in its plenary session on September 15, 2026, the arrangement of a long-term credit operation in the amount of 853,427.23 euros, intended to finance the refurbishment of the municipal pavilion and the improvement of pedestrian mobility on the provincial road EP 0407 Borela-Pontecaldelas. The agreement, processed as file 2043/2026, is published in the Official Gazette of the Province of Pontevedra (BOPPO) on September 18, 2026, number 180, within the Local Administration section. The text also includes the express delegation to the Mayoralty-Presidency of the powers to award and sign the loan contract.

The plenary agreement is structured into four points: approval of the start of the file, approval of the procurement file with the administrative and technical conditions of the operation, delegation of powers to the Mayoralty, and publication in the BOP for general knowledge. The operation is framed within the public sector contract regulations and local regime legislation, and the announcement is signed by the mayor, Jorge Cubela López, dated September 17, 2026.

Two investments and 853,427 euros of municipal contribution

The credit fully covers the portion corresponding to the Council in the two planned investments, which also have contributions from other public administrations:

• Refurbishment of the structure and envelope of the pavilion: total amount of 987,796.22 euros, with 604,271.04 euros from other public administrations and 409,661.18 euros from the municipal contribution.
• Improvement of pedestrian mobility on E.P. 0407 Borela-Pontecaldelas, P.Q. 1+000 to P.Q. 1+365: total amount of 1,353,292.63 euros, with 909,526.58 euros from other public administrations and 443,766.05 euros from the municipal contribution.
• Total credit operation: 853,427.23 euros, resulting from the sum of the two municipal contributions.

Invitation to four financial entities

The Plenary approved the administrative and technical conditions of the loan and ordered the sending of invitations to the following financial entities:

• Abanca
• Caixa Rural Galega
• Banco Santander
• Caixabank

The award will go to the entity that presents the most advantageous offer, according to the published agreement.

Delegation to the Mayoralty and appeals regime

The delegation of powers includes, by way of illustration but not limitation, the awarding of the loan contract to the financial entity that presents the best offer and the formalization and signing of the corresponding contractual document. It will remain in effect until the total execution and formalization of the contract.

The acts dictated by the Mayor’s Office under this delegation shall be considered adopted by the Plenary, shall exhaust the administrative route, and may be appealed directly before the contentious-administrative jurisdiction, without prejudice to the optional appeal for reversal that may be filed. The agreement is effective from the moment it was adopted by the Plenary of the Corporation.

Publication in the provincial bulletin allows the general population to know the scope of a financial operation that conditions two significant investments in the municipality: the renovation of the pavilion and the creation of safe pedestrian paths on the provincial road EP 0407, in the section between kilometer points 1+000 and 1+365. With the delegation to the Mayor’s Office, the local government gains agility to close the loan and tender the works, while any interested party may consult the conditions and, if applicable, challenge the award acts through the contentious-administrative route.
