Cercs approves mobility grants for post-compulsory students

The Cercs City Council (Berguedà) has definitively approved the Regulatory Bases for the Granting of Individual Mobility Grants aimed at students of post-compulsory education in the municipality, after the public exhibition period passed without any allegations. The decision was adopted by agreement of the Municipal Plenary in an ordinary session on July 7, 2026, and the full text was published in the Official Gazette of the Province of Barcelona (BOPB) on September 3, 2026.

The call, processed under file number EXPDT.2026/719, is financed by grants from the Barcelona Provincial Council for “Financing of support programs for equitable mobility,” within the framework of the 2026 Catalog call of the Local Government Network Cooperation Plan 2024-2027. The agreement was initially submitted for public information and hearing of interested parties for a period of thirty calendar days, through the announcement published in the BOPB with CVE 202610123141 on July 24, 2026.

Object and purpose of the grants

The object of the call is to establish the requirements and the procedure for granting individual mobility grants to students enrolled in post-compulsory education at public or private centers, within or outside the Berguedà region, during the courses corresponding to the call. The purpose is to promote more equitable mobility and facilitate citizens’ access to post-compulsory education and more personalized educational itineraries, with special attention to students with greater educational vulnerability.

The measure aims to reverse the lack of access to transport as one of the causes of early school leaving and the disruption of the educational trajectory between the compulsory and post-compulsory stages.

Beneficiaries and requirements

The beneficiaries will be students residing in the municipality of Cercs who meet the following requirements:

  • Be registered as a resident in the municipality from the start of the 2026-2027 school year.
  • Be enrolled in post-compulsory studies (vocational training cycles, baccalaureate, or university studies) in a public or private educational center outside the municipality for the 2026-2027 academic year.
  • Certify via a sworn statement/declaration of responsibility that they are not a beneficiary of scholarships from the “Ministerio de Educación” nor receive any other grant for transport for studies.
  • Certify via a sworn statement/declaration of responsibility that they use public transport to travel to educational centers.
  • Be up to date with the payment of City Council taxes and fees (parents, tutors, or legal representatives in the case of minors, and adult applicants).
  • Have no tax debts with the Cercs City Council.

Budget, application, and deadlines

The maximum budget to be allocated in this year 2026 for the granting of aid will be 2,987.46 euros, which will be distributed equally among all submitted applications that meet the requirements, with a maximum amount of 300 euros per student. Payment will be made in a single installment to the provided current account no later than December 15, 2026.

Applications, together with the required documentation (application on the standardized form, photocopies of the DNI, certificate from the educational center, and responsible declarations), must be submitted to the Registry of the Cercs City Council via a generic instance through the website www.cercs.cat or in person at the municipal offices. The submission period will begin on September 1, 2026, and end on September 21, 2026.

The organization and instruction of the procedure will be carried out by the People’s Care Area of the City Council, while the evaluation of the applications will be performed by the qualifying commission constituted by the Basic Social Care Team. The body responsible for the resolution will be the Local Governing Board or the Mayor’s Office, and the lack of a resolution within the maximum term of the calendar year of the call will have dismissive effects.

The news is especially relevant for families in Berguedà with students who must travel outside the municipality to pursue baccalaureate, vocational training cycles, or university studies, as the aid helps reduce the economic barrier of transport and combat early school leaving. The agreement, electronically signed by the Mayor of Cercs, Mr. Urbici Malagarriga Suades, on August 27, 2026, now opens a submission period of only three weeks.
