Cerceda awards the Directorate of Services and Environment to Ángel Loureiro

The City Council of Cerceda has definitively awarded, under a regime of ownership, the position of Director of the Services and Environment Area to Ángel Loureiro Pereiro. The decision was adopted by decree on September 28, 2026, signed by the mayor, Juan Manuel Rodríguez García, and was made public in the Official Gazette of the Province of A Coruña no. 187, of September 30, 2026, in the Local Administration section (announcement 2026/6321). The appointment concludes the ordinary competition convened last July.

A maximum level position in the A1 scale

The awarded position is identified in the announcement with the code 04.00.00.01 and the designation of Director of the Services and Environment Area. Its classification is as follows:

• Character: civil servant personnel.
• Scale: Special Administration.
• Group A, subgroup 1.
• Destination supplement level: 29.

This is, therefore, a maximum level position within the municipal structure, reserved for career civil servant personnel of the Special Administration scale. The award is made on a definitive basis and under a regime of ownership, which consolidates the tenure of the destination for the selected person.

A competition with a single applicant

The vacancy was filled through an ordinary competition, the call for which was published in the Official Gazette of the Province of A Coruña no. 126, of July 7, 2026, in the Official State Gazette no. 170, of July 14, 2026, and in the Official Gazette of Galicia no. 170, of August 5, 2026.

After the deadline for submitting applications, the Mayor’s Office issued a decree on August 25, 2026 —signed by the acting mayor-president, Catrina Queijo García (D. 739/2026, of August 19)— in which the definitive list of admitted and excluded persons was approved. The list included a single admitted applicant, Ángel Loureiro Pereiro, and no excluded persons, according to announcement 2026/5623, published in the BOP no. 164, of August 28, 2026.

The evaluation commission

The same decree appointed the commission in charge of judging the competition, composed of personnel from other city councils and from the City Council of Cerceda itself:

• Presidency: Raúl Martínez Martínez, secretary of the Plenary of the City Council of Ferrol; substitute Ana Beatriz Oveja Villafañe, secretary of the City Council of Tordoia.
• Member: María Natividad Gilsanz Mosquera, municipal Environment technician of the City Council of Ferrol; substitute Ana Iglesias Gato, treasurer of the City Council of Cerceda.
• Member: Jose Luis Varela Varela, senior Environment technician of the City Council of Arteixo; substitute Félix Carrasco del Pozo, treasurer of the City Council of Ribeira.
• Member: Pilar Martínez Villar, auditor of the City Council of Cerceda; substitute Mónica Pichel García, secretary of the City Council of Porto do Son.
• Secretariat: María Garrote López, secretary of the City Council of Cerceda.

The evaluation of the competition took place on September 7, 2026, at 9:30 a.m. in the Council Meeting Room, and the defense of the report took place at 10:15 a.m. in the same space.

What it means for the council

The filling of the position closes a selection process that lasted nearly three months, from the publication of the rules in July to the final resolution at the end of September. The Services and Environment Area now has a permanent holder, with direct responsibility over areas such as water supply, sanitation, waste collection, and the environmental management of the municipality.
