Madrid Cercanías expands to Soto del Real

ADIF -Board of Directors has formalized the award of the works for Phase 1 of the expansion of the Madrid Cercanías network to Soto del Real, which includes the construction of the Soto Sur station. The formalization announcement is published in the Official State Gazette (Boletín Oficial del Estado) number 207, dated August 24, 2026, in section V-A on public sector procurement (official reference BOE-B-2026-27691).

The contract, processed under file 3.25/06110.0332, was awarded on June 30, 2026, to the company Aldesa Construcciones SA for an amount of 12,593,353.83 euros, as stated in the announcement signed by the president of ADIF, Luis Pedro Marco de la Peña.

A mobility project for northern Madrid

The action is part of the construction project for the expansion of the Madrid Cercanías network to Soto del Real, a high-impact infrastructure for the north of the Community of Madrid. Phase 1 focuses on the execution of the works for the Soto Sur station, within an open award procedure.

The contracting authority is ADIF -Board of Directors (NIF Q2801660H), a public law body under the control of a state authority whose main activity is general public services. The works correspond to CPV code 45213320 (construction work for buildings related to rail transport) and will be developed at site ES300.

Criteria, bids, and financing

The tender attracted a total of 21 bids, of which 7 came from small and medium-sized enterprises (SMEs). The evaluation of the proposals was carried out according to a double criterion:

  • Economic offer, with a weighting of 51%.
  • Technical offer, with a weighting of 49%.

The project may be co-financed by the European Regional Development Fund (ERDF) within the framework of the 2021-2027 program, as stated in the announcement.

Procedure and appeals

The tender was previously published in the BOE on January 12, 2026, and the formalization announcement was sent to the Official Journal of the European Union (OJEU) on August 17, 2026. The announcement was submitted on August 19, 2026.

An appeal against the formalization may be filed before the Central Administrative Tribunal for Contractual Appeals, based in Madrid, within a period of 15 business days.

The extension of the Cercanías commuter rail to Soto del Real will represent a qualitative leap in rail connectivity for the north of the Community of Madrid, improving commutes for thousands of passengers and integrating a territory experiencing significant demographic growth. The formalization of this first phase confirms the progress of a strategic project that, with the Soto Sur station as the initial piece, lays the foundations for a broader and more sustainable public transport network for the region.
