Cepeda la Mora initially approves the ordinance for the use of municipal premises
Por FactBox Admin

The City Council of Cepeda la Mora (Ávila) has initially approved the municipal ordinance regulating the authorization and temporary use of the municipal premises “Antiguas Escuelas” and the municipal premises “El Centro”. The agreement was adopted by the Ordinary Plenary in the session of September 28, 2026, and is published in the Official Gazette of the Province of Ávila on October 12, 2026, under announcement number 1980/26. The text is now open for public consultation for 30 days so that any interested party may examine it and submit any allegations they deem appropriate.
The regulation is processed as an ordinance regulating the temporary or sporadic use of municipal buildings, premises, and facilities, and its initial approval complies with the provisions of articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, and article 56 of the Revised Text of the Local Regime. This is, therefore, an initial and not a definitive approval: the plenary agreement may still be subject to claims before being finalized.
The immediate object of the file is the two municipally-owned properties expressly mentioned in the announcement, which are subject to a prior authorization regime for their temporary use:
- Municipal premises “Antiguas Escuelas”.
- Municipal premises “El Centro”.
Public consultation period
The exhibition period is 30 days, counting from the day following the insertion of the announcement in the Official Gazette of the Province of Ávila. During this period:
- The file may be examined by any interested party at the municipal offices.
- The text is also available to interested parties on the electronic headquarters of the City Council of Cepeda la Mora.
- Any claims deemed pertinent must be formulated within this same period.
Definitive approval if there are no claims
If no claim is submitted within the indicated period, the agreement to approve the ordinance will be understood as definitively approved, without the need for a new pronouncement by the Plenary. The announcement was signed in Cepeda la Mora on September 30, 2026, by the mayor, Eduardo Montes González.
A regulated regime for two community spaces
So far, the announcement does not detail the specific conditions of use, which are precisely what is being submitted for public consultation. What the agreement does establish is the framework: the use of both premises will require municipal authorization and will be governed by the ordinance once definitively approved.
The ordinance establishes for the first time a regulated procedure for the temporary assignment of two community-use spaces in the municipality, meaning that neighbors, associations, and entities must request express authorization. The period for submissions opens the door for residents to adjust the conditions of use before the regulation is definitively approved.
