Cepeda la Mora opens public information on the agreement with architects for licenses
Por FactBox Admin

The City Council of Cepeda la Mora has opened for public consultation the Collaboration Agreement for the issuance of a voluntary technical report suitable for the granting or denial of urban planning licenses, signed with the Official College of Architects of Eastern Castilla y León, Territorial Demarcation of Ávila (COACYLE). The text was initially approved by agreement of the Ordinary Plenary session dated September 28, 2026. The announcement is published in the Official Gazette of the Province of Ávila No. 197, dated October 12, 2026, under reference Number 1982/26.
The agreement establishes a mechanism by which the professional college issues technical reports that serve as the basis for resolving the license files processed by the City Council. The municipal announcement classifies this report as “voluntary,” meaning it is complementary to the municipal investigation and not a substitute for the decision of the competent body, which remains the City Council itself.
The opening of the procedure is based on the general public information process provided for this type of agreement, which in analogous announcements from the same province is expressly supported by Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
Thirty days to submit allegations
The public exhibition period is thirty days and is calculated from the publication of the announcement in the Official Gazette of the Province of Ávila and on the Corporation’s Notice Board. During this period, any interested party may examine the initial text of the agreement at the municipal offices and submit any allegations they deem appropriate.
The essential details of the procedure are as follows:
- Body that initially approves: Ordinary Plenary of the City Council of Cepeda la Mora.
- Date of agreement: September 28, 2026.
- Public information period: thirty days from the publication of the announcement.
- Place of consultation: municipal offices of the City Council of Cepeda la Mora.
- Effect if there are no allegations: the agreement will be understood as definitively approved.
- Date of announcement: Cepeda La Mora, October 1, 2026.
A technical report to resolve licenses
The purpose of the agreement is the issuance of technical reports in the files for granting urban planning licenses, a matter in which small city councils often lack their own staff architect. Collaboration with COACYLE allows for the availability of a collegiate technical criterion before resolving each application.
The scope of the agreement directly affects any resident requesting an urban planning license in the municipality, as the report is incorporated into the processing of the file. The full text of the agreement, with its conditions and commitments, is the document that remains open to the public during the aforementioned period.
Precedent in San Martín de la Vega del Alberche
This is not the first time a municipality in Ávila has resorted to this instrument. The City Council of San Martín de la Vega del Alberche initially approved a collaboration agreement with the Ávila Territorial Delegation of the Official College of Architects of Castilla y León Este for the issuance of reports in urban planning license granting files.
That agreement was adopted by an Extraordinary Plenary agreement on August 12, 2026, published in the Official Gazette of the Province of Ávila on August 21, 2026, and signed by the mayor-president Óscar Muñoz Martín, with an identical public information period of thirty days.
Other agreements from the Plenary of September 28
The same plenary session of Cepeda la Mora initially approved other files that are also published in the October 12 bulletin:
- The Municipal Ordinance regulating the authorization and temporary use of the municipal premises “Antiguas Escuelas” and the municipal premises “El Centro”, with thirty days of public information (Number 1980/26).
- The budget modification of file no. 2/2026 through the use of treasury remnants and subsidies, with fifteen business days of exhibition for claims (Number 1984/26).
The announcement of the agreement is signed by the mayor of Cepeda la Mora, Eduardo Montes González.
The relevance of the news is practical: the agreement establishes how urban planning licenses will be resolved in the municipality and opens a real period for participation. Any resident with a pending license application, or who plans to apply for one, has thirty days from the publication to review the text and submit allegations before the agreement is definitively approved.
