Central Bank revokes authorisation of six investment firms

The Central Bank of Ireland has revoked the authorisation of six investment business firms, all at the firms’ own request, under Section 16(1) of the Investment Intermediaries Act 1995. The decision is published in Iris Oifigiúil, Number 71, of Friday, 4 September 2026, in a notice headed “Revocation of Authorisation of Investment Business Firms”.
The revocations take effect for intermediaries that had been authorised to carry on investment business in Ireland. Because the action was taken at the request of the firms themselves, the notice signals a voluntary withdrawal from regulated activity rather than a disciplinary measure imposed by the regulator.
The firms affected
The authorisations revoked cover a mix of corporate and individual intermediaries:

- Phil Reddin Financial Services Limited
- Declan Maguire
- Tom O’Gorman
- Moorehall Securities Limited
- Lawrence Mooney
Legal basis
The revocations were made under Section 16(1) of the Investment Intermediaries Act 1995, which governs the authorisation of investment business firms in Ireland. The notice confirms that the Central Bank acted “at the request of the firms”, and the same list of names is repeated in the Irish-language version of the notice, “Cúlghairm ar Údarú Gnólachtaí Gnó Infheistíochta”.
What it means for clients
For clients of the six intermediaries, the revocation of authorisation means the firms can no longer lawfully carry on the investment business for which they were previously authorised. Anyone with outstanding matters with these intermediaries should contact the firms directly or seek guidance from the Central Bank of Ireland on the status of their accounts and any ongoing obligations.
The publication in the official gazette gives formal notice of the change of status and provides a public record for consumers, counterparties and other market participants who may have dealt with the affected firms.
