Celrà seeks temporary comptroller with five days to submit applications

The City Council of Celrà has announced the temporary provision of the position of comptroller/auditor, a second-class position reserved for local administration civil servants with national qualification. The call and the regulatory bases are published in the Official Gazette of the Province of Girona number 187, dated September 29, 2026, under edict number 8403 and official reference BOP-2026_0_187_8403. The deadline for submitting applications is five business days.

The call was approved by mayoral decree number 1712, dated September 24, 2026, and is processed under file X2026000019. The announcement is signed by the mayor, David Planas Lladó, on September 28, 2026.

The procedure is framed within article 81.3 of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Law of the Basic Statute of the Public Employee, and the forms of non-definitive coverage of articles 48, 49, 50, and 51 of Royal Decree 128/2018, of March 16, which regulates the legal regime of local administration civil servants with national qualification. The City Council justifies the call due to the need to fill the Comptroller’s position.

Requirements and Forms of Coverage

Career civil servants of the local administration scale with national qualification, comptroller-treasury subscale, may participate. Coverage will be carried out through provisional appointment, service commission, or accumulation, and the duration will depend on the form of non-definitive provision finally applied; in any case, it will end when any of the circumstances that motivated its adoption disappear.

The application should preferably be submitted electronically, although it can also be formalized at the general registry of the City Council or through any of the means provided for in article 16.4 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

Documentation and Resolution

Applicants must attach to the application:

• Photocopy of the DNI (ID).
• Accreditation of the status of career civil servant with national qualification in the comptroller-treasury subscale, via a certificate from the Integrated Personnel Registry (RIP), appointment resolution, or service certificate.
• Curriculum vitae with supporting documentation of experience in equal or similar positions, studies, and specific training.
• Catalan language proficiency certificate level C1 or equivalent.

Once the deadline has closed, a suitability report will be issued for each applicant, which will assess experience in similar positions, specific training, and other curricular merits. An interview may be convened to verify the professional profile and suitability for the functions of the position. The report will include a reasoned proposal that will be submitted to the Mayor’s Office, which will resolve the selection process and propose the authorization of the corresponding appointment to the DGAL. The announcement is also forwarded to the Col·legi de Secretaris, Interventors i Tresorers d’Administració Local de Catalunya (CSITAL) so that it may be publicized on its website during the same five-day period.

The position of comptroller is a central piece of municipal economic control: it validates the accounting, audits expenditure, and reports on the corporation’s accounts. For civil servants with national qualification and candidates, the call opens a very short window —five business days— to apply for a level 24 position with a specific supplement of 15,542.53 euros per year.
