Celanova submits the review of the water ordinance to public consultation

The Celanova City Council submits for public information, for a period of thirty days, the modification of article 5 of the ordinance regulating the non-tax public patrimonial provision of water supply, the network of drains, and the purification of discharges. The provisional approval agreement was adopted by the city council’s Plenary in the ordinary session of October 7, 2026. The announcement is inserted in section IV, local entities, of the Official Gazette of the Province of Ourense of October 19, 2026, with the reference R. 2.459.

The affected regulation is the ordinance regulating the non-tax public patrimonial provision that covers the integral water cycle in the municipality: supply, network of drains, and purification of discharges. This is, therefore, the text that supports the receipt paid by residents for the service, and not an ordinary tax ordinance, but rather a non-tax public patrimonial provision.

The opening of the procedure implies that the modification of article 5 is not yet final. According to article 49 of Law 7/1985, once the submitted allegations are resolved, the file must be submitted for final approval by the plenary body, which is what gives validity to the new text.

Another agreement from the same plenary

The ordinary session of October 7, 2026, left another trace in the same issue of the provincial gazette. The Plenary initially approved the credit modification file MC SU 21/2026, in the form of a credit supplement, financed with the liquid Treasury surplus for general expenses, for a total amount of 313,000.00 euros.

This file remains available for public inspection at the General Secretariat of the town council for fifteen business days starting from the day following the publication of the announcement, in accordance with articles 177 and 169 of Legislative Royal Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries. If no claims are filed, it will be considered definitively approved. The announcement bears the reference R. 2.444.
