Celanova appoints Pablo Sánchez Martínez as a permanent sports center operator

The mayor of Celanova, Antonio Puga Rodríguez, has resolved the appointment of Pablo Sánchez Martínez, with ID *5852, as permanent contractual staff of group V for the position of sports center operator. The decision was adopted through Mayoral Resolution no. 2026-3956, issued on October 26, 2026, and published in the Official Gazette of the Province of Ourense on October 29, 2026, in section IV, local entities, under file 62/2026. The publication is made “for the appropriate purposes” and closes the selection process initiated last winter.

The position is filled full-time by permanent contractual staff, following a competitive examination process derived from the ordinary public employment offer for the 2025 financial year of the Celanova City Council. The resolution invokes as a basis article 21.1.h) of Law 7/1985, of April 2, on the bases of the local regime, and article 136 of Legislative Royal Decree 781/1986, of April 18, by which the revised text of the legal provisions in force regarding the local regime is approved.

Chronology of a process of nearly nine months

The administrative processing was linked in several official publications, which the resolution itself lists:

• February 4, 2026: the Local Government Board approves the regulatory bases of the selection process.
• February 20, 2026: the bases and the call for applications are published in the Official Gazette of the Province of Ourense, no. 34.
• March 16, 2026: announcement in the Official Gazette of Galicia, no. 50.
• March 27, 2026: announcement in the Official State Gazette, no. 76.
• August 7, 2026: Decree no. 2026-2558 approves the final list of admitted and excluded candidates, published in the provincial gazette no. 153, on August 13, 2026.

According to the published text, the Qualifying Tribunal issued its appointment proposal regarding the selection tests to fill one position of sports center operator, and that proposal was made public on the municipal electronic office on October 5, 2026. The document lists a single proposed candidate: Sánchez Martínez, Pablo.

Documentation submitted and auditing by the Comptroller

The file records that on October 23, 2026, with entry registration number 2026-E-RC-5199, the candidate submitted the documentation required for the appointment, as provided for in the ninth general base of the regulatory bases. On that same day, the auditing report from the Municipal Comptroller is recorded.

With these precedents, the mayor’s office issued a resolution with four executive sections:

• Declare Pablo Sánchez Martínez as permanent staff of group V in the position of sports center operator, after passing the selection process.
• Formalize the hiring of the worker under the same conditions.
• Publish the resolution in the Official Gazette of the Province of Ourense and on the electronic office of the Celanova City Council.
• Notify the decision to the interested party.

In the fourth section, it is specified that the worker must attend the signing of their employment contract within a maximum period of one (1) month from the publication of the resolution in the provincial gazette. It is warned that, if this is not done within that period and without justified cause, they “will lose the right to be hired as permanent staff”.

Appeals and signatures

The resolution exhausts the administrative route, therefore one of the following two paths may be taken against it:

• Optional appeal for reversal, within a period of one month from the day following the publication in the provincial gazette, before the mayor, in accordance with articles 123 and 124 of Law 39/2015.
• Judicial appeal before the Contentious-Administrative Courts of Ourense, within a period of two months from the day following the publication, according to article 46 of Law 29/1998.

The document is electronically signed by the mayor, Antonio Puga Rodríguez, and by the secretary, María Álvarez Alvar, who certifies for the purposes of article 3.2.e) of Royal Decree 128/2018, of March 16. The publication carries the reference R. 2.583.

The appointment closes the 2025 public employment offer in Celanova and provides the municipal sports service with a full-time permanent worker, after a process that went through three official gazettes. For the candidates who followed the process, the deadlines for appeal begin now; for the city council, the one-month period to formalize the contract marks the final pending step.
