CEIS-Rioja proposes two zone sergeants and publishes the waiting list

The Consortium for the Fire Extinguishing, Rescue and Civil Protection Service (CEIS-Rioja) has proposed the appointment as career civil servants of two zone sergeants: Jorge Ferrero González and Jorge Cerezo Álvarez. The proposal is formalized through Presidency Resolution number 43/2026, dated September 29, published in the Official Gazette of La Rioja number 189, dated October 1, 2026, with reference BOR-A-20261001-II–1116.

The resolution is issued under clause 7 of the selection process, published in the Official Gazette of La Rioja number 240, dated December 11, 2025, according to which, upon conclusion of the process, the Tribunal shall propose the appointment of the candidates who have passed it in order of total score. The Tribunal’s Minutes from the session of August 19, 2026, submitted that proposal, and the final report of the Sergeants’ selection course, signed by the Technical Director of CEIS-Rioja on September 28, 2026, confirms the result: passing the course is mandatory to pass the competitive examination or to be included on the waiting list, as established in clause 7.3 of the call.

The announcement is included in section II, Authorities and Personnel, of the gazette, and bears the file number 202609290124696 (II.1116). The document consists of one page and was signed in Logroño on September 29, 2026, by the President, María Martín Diez de Baldeón.

Two successful candidates with the highest scores

The candidates proposed as zone sergeants of CEIS-Rioja, with their total scores, are:

• Jorge Ferrero González: 55.5425 points.
• Jorge Cerezo Álvarez: 55.0075 points.

Of the candidates proposed by the Tribunal, all passed the practical course except Sergio Palacios Rodríguez, who was rated as Not fit in the final report.

Waiting list for interim appointments

The resolution also approves the waiting list intended to fill zone sergeant vacancies through interim appointment, according to the proposal formulated by the Tribunal. The published order is:

• Rubén Burgos Saiz
• Daniel León Pérez
• José Luis Carrera García
• Igor Barcenilla Neira

The Tribunal’s minutes detail the grades that support this order:

• Rubén Burgos Saiz: 52.7550 total points (merit 15.4175; first exercise 10.4375; second 17.4; third 9.5).
• Daniel León Pérez: 49.4600 (12.8350; 12.625; 14; 10).
• José Luis Carrera García: 44.2375 (20; 10.6875; 13.55; not presented).
• Sergio Palacios Rodríguez: 43.4425 (2.23; 16.0625; 16.15; 9).
• Igor Barcenilla Neira: 16.6725 (6.4225; 10.25; not fit).

Sergio Palacios Rodríguez appears in the grade table of the minutes, but is excluded from the approved waiting list for failing the selection course.

Twenty business day deadline for documentation

The first section of the resolution orders the publication of the list of successful candidates submitted by the Selection Board in the Official Gazette of La Rioja, stating the final grades, and grants applicants a maximum period of 20 business days, counting from the day following the insertion of the announcement, to provide the documentation required in the 8th clause of the selection process.

The second section approves the waiting list to fill the vacancies for zone sergeants through interim appointment, according to the proposal formulated by the Board.

The appointment directly affects the emergency services of La Rioja, as it reinforces the command structure of CEIS-Rioja with two zone sergeants, and the candidates awaiting an interim call, who now know the order and scores of the waiting list.
