Cee approves the 35-hour workday for all municipal staff

Cee aproba a xornada de 35 horas para todo o persoal municipal

The Plenary of the Corporation of the Cee City Council, in the session held on September 3, 2026, expressly approved the modification of the Agreement regulating the working conditions of civil service personnel which implements a working day of 35 weekly hours for all municipal staff, including the Local Police. The measure, previously negotiated in the General Negotiating Table, was published in the Official Gazette of the Province of A Coruña number 172, on September 9, 2026, via announcement 2026/5816 (file 2026/X999/000190).

The modification was adopted in accordance with article 38.6 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, and article 154.6 of Law 2/2015, of April 29, on public employment in Galicia. The text was signed by the mayor, Ms. Margarita Lamela Louzán, on September 4, 2026.

General working day and annual computation

The mandatory common working day for civil service personnel is set at 35 weekly hours of effective work on average in annual computation, respecting the limit of 1,533 annual hours provided for in the basic regulations of the public sector. The labor calendar will be specified each year following negotiation with personnel representatives.

  • General working day: 35 weekly hours on average in annual computation.
  • Annual limit: 1,533 hours of effective work.
  • Special shifts (rotations, night shifts, split shifts, extended hours) are adjusted to the same annual computation.

Office hours and suppression of afternoons

As a general rule, the hours of the municipal offices will be, from Monday to Friday, from 8:00 to 15:00 hours in a continuous working day. As a general rule, the systems of afternoon availability or mandatory localization that were used to complete the working day up to 37.5 weekly hours are suppressed, so that the effective working day is set at 35 hours.

  • General schedule: Monday to Friday, from 8:00 to 15:00 hours.
  • Daily break: 30 minutes considered as effective working time.
  • Summer schedule (June 1 to September 30): from 8:00 to 15:00 hours.

Local Police and specific schedules

The personnel of the Cee Local Police will also have a working day of 35 weekly hours on average in annual computation, in coherence with the general working day, without prejudice to the particularities derived from the regime of rotations, night shifts, weekends, and holidays. The annual calendar must guarantee adequate service coverage.

The annex of specific schedules includes, among others, the case of the municipal librarian:

  • Ordinary period (October 1 to June 14): Monday to Friday, from 9:30 to 13:30 and from 16:30 to 19:30 hours.
  • Summer period (June 15 to September 30): Monday to Friday, from 8:00 to 15:00 hours, with public attention from 8:00 to 14:00 hours.

The modification will take effect once the legally required requirements are met and the official publication is made, and the text will be available to staff through the electronic office and the Transparency Portal of the Cee City Council. The remainder of the unmodified agreement remains fully in force.

The reduction of the working day to 35 hours per week, with a continuous morning schedule and the removal of afternoon on-call shifts, represents a relevant change in the organization of municipal work and public service, which will now be concentrated in the morning schedule for most of the year.
