Cee opens two job pools for interim municipal architect

The City Council of Cee has approved the bases for forming two job pools to fill, through a competitive examination, the appointments of interim civil servants for the position of municipal architect. The decision, signed by the mayor Margarita Lamela Louzán, was published in the Official Bulletin of the Province of A Coruña number 153, on Thursday, August 13, 2026, with announcements 2026/5288 and 2026/5289.
The two calls select the same position — belonging to Group A, Subgroup A1, level 24 — but with different working hours. The first regulates the full-time position (file 2026/E001/000009, decree 2026/G003/000824), while the second covers the vacant part-time position of 18.75 hours per week (file 2026/E001/000010, decree 2026/G003/000823). The system is adjusted to article 56 of Law 2/2015, on public employment of Galicia, and to article 61 of TREBEP.
Two positions, one same selection process
Both pools are governed by practically identical bases and the same schedule:
- Full-time municipal architect position (announcement 2026/5288).
- Part-time municipal architect position, 18.75 hours per week, vacant (announcement 2026/5289).
- The pool does not by itself generate any right against the council; it only allows one to be called in order of score when the need arises.
- Validity of the pool: 3 years from its constitution.
Requirements and submission of applications
To participate, it is necessary to meet, on the date of the end of the deadline, the following requirements:
- Spanish nationality, with the exceptions provided in article 57 of Royal Legislative Decree 5/2015.
- Have turned 16 years old and not exceed the mandatory retirement age.
- Hold the official title of Architect or the qualifying university degree, homologated if obtained abroad.
- Functional capacity for the post and not be separated from the service nor disqualified.
Applications, in the model of ANNEX I addressed to the mayor’s office, may be submitted at the municipal electronic headquarters (https://sede.cee.gal), at the council’s registry office (Rúa Domingo Antonio de Andrade, 15270, Cee), at Correos, at diplomatic representations and at assistance offices regarding registries. The deadline is 10 business days counted from the day following the publication of the bases in the BOP.
How applicants will be assessed
The process combines a merits phase and an examination phase, with a selection board appointed by the mayor’s office:
- Competition phase (up to 10 points, not eliminatory): specific training (maximum 3), professional experience (maximum 5) and complementary academic qualification (maximum 2).
- Examination phase (up to 20 points): multiple-choice test of 50 questions on the syllabus of ANNEX II, with a duration of 90 minutes and a minimum of 10 points to pass, and a Galician language test for those who do not hold the Celga IV (10 questions in 15 minutes, minimum 5 correct).
In the event of a tie, the tie is broken by the highest score in the first exercise, then by the greatest experience in the same category and, lastly, by drawing lots. The duties of the post, which include the control of planning and urban discipline and the supervision of licences, are listed in the municipal staffing structure, updated by the specific modification approved in the Plenary on 4 April 2025.

For architects in the region, the job banks constitute a direct route to local public employment, with the possibility of immediate incorporation through interim appointment and calling by order of score.
