Fourteen candidates excluded from the two administrative assistant positions in Lugo

The Lugo City Council has approved the provisional list of persons admitted and excluded from the selection process for two administrative assistant positions reserved for people with disabilities (OEP 2024), in which six applicants are admitted and fourteen are excluded. The decree, signed by the mayor-president, María Elena Candia López, was published in the Official Gazette of the Province of Lugo (BOP) no. 253, of November 4, 2026, under reference R. 3003. Affected persons have ten business days to correct the indicated defects.

The call dates back to Decree no. 6390/2025, of June 25, 2025, published in BOP no. 179, of August 6, 2025; the extract was disseminated in the Official Gazette of Galicia no. 231, of November 28, 2025, and the announcement in the Official State Gazette no. 114, of May 11, 2026. The deadline for submitting applications ended on June 10, 2026.

The general bases were approved by agreement 10/857 of the Local Government Board of November 15, 2023 (BOP no. 278, of December 4, 2023), and the specific bases by agreement 12/208 of June 4, 2025, within the framework of the 2024 public employment offer approved by agreement 9/302 of June 26, 2024. The resolution is issued under article 124.4.b) and ñ) of Law 7/1985, of April 2, regulating the bases of the local regime, and Decree 4003/2026, of May 12, on municipal organization.

Six admitted for two positions

The list of admitted persons is reduced to six names, who are competing for the two positions called in the reserved free access category:

The proportion is three candidates for every two positions offered, after the application period closed on June 10, 2026.

Lack of compatibility certificate, a common cause

The decree details five reasons for exclusion, and the fifth appears in all excluded files: failure to provide the certificate from the competent body of the health Administration accrediting the compatibility of physical or psychic circumstances with the performance of the tasks of the position, or presenting it without validity. The typified causes are:

• Cause 1: failure to provide the DNI or it being invalid.
• Cause 2: application outside the deadline, unsigned, or not using the official form.
• Cause 3: failure to provide the required qualification.
• Cause 4: failure to provide proof of the fee.
• Cause 5: lack or invalidity of the health compatibility certificate.

The fourteen excluded persons are as follows, with the recorded cause:

Ten days to amend and transition to final list

The decree sets a deadline of ten business days for amendments, counted from the day following the publication in the BOP, in accordance with article 68 of Law 39/2015, of October 1, on the common administrative procedure. Those who do not correct the defects or justify the right of admission will be definitively excluded.

If no corrections are submitted, the provisional list is automatically elevated to final without the need for a new publication, according to the twelfth base of the general bases. The same issue of the BOP includes another provisional list from the Lugo City Council, that of the ordinance position reserved for people with intellectual disabilities (R. 3002), with DIAZ TOUBES, VICTOR as the only person admitted and none excluded.

The relevance of the publication lies in the volume of rejections in a process aimed precisely at people with disabilities: fourteen of the twenty applications submitted are out of the running pending amendment, and the health certificate of compatibility becomes the decisive filter to access the two administrative assistant positions of the council.
