Catalonia calls for 2 million in aid for fruit and vegetable operational funds

The Department of Agriculture, Livestock, Fisheries and Food has opened the call for grants for the operational funds of fruit and vegetable producer organizations for the 2027 annual period, with a maximum amount of 2,000,000 euros. The call is published via Resolution ARP/3017/2026, of August 14, in the Official Gazette of the Generalitat de Catalunya (DOGC) number 9736, of August 24, 2026, with official reference CVE-DOGC-A-26232031-2026.
The call, which carries the code BDNS 925512, is part of the fruit and vegetable sectoral intervention of the Strategic Plan for the Common Agricultural Policy (PEPAC) and is financed by the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD). It is signed by the Minister Òscar Ordeig i Molist, head of the department.
Object and purpose of the grants
The object of the grant is to contribute to the financing of the operational funds established by fruit and vegetable producer organizations (OPFH) and their associations to execute the approved operational programs. The purpose is to strengthen the competitiveness of the sector, improve the planning and concentration of the supply, increase the value of the marketed production, promote sustainable production practices, and favor adaptation to climate change.
The reference regulatory framework includes:
- Regulation (EU) 2021/2115, of December 2, 2021, which regulates the CAP strategic plans.
- Delegated Regulation (EU) 2022/126, of December 7, 2021, with additional requirements for the sector.
- Royal Decree 857/2022, of October 11, basic regulations of the intervention.
- Order ACC/188/2023, of July 17, which approves the complementary regulatory bases.
Deadline and procedure
The deadline for submitting applications begins the day after the publication of the resolution in the DOGC and ends on September 15, 2026, inclusive. Applications must be submitted electronically, according to the models of the electronic office.
The award is carried out under a non-competitive concurrence regime, without comparing or prioritizing applications against each other. The instructing body is the Agri-Food Market Regulation Service, while the award resolution corresponds to the Directorate General for Agri-Food Enterprises, Quality and Gastronomy. The resolution must be issued and notified by December 31, 2026, at the latest.
Amount and financing conditions
The maximum amount of 2,000,000 euros is in the nature of an advanced credit and is charged to the budget application D/470000100/6130/0000 FFEAGA of the department’s budgets for the 2027 financial year. The processing is anticipated, meaning that the award remains subject to the suspensive condition of the existence of adequate and sufficient credit.
The financial participation of the European Union may not exceed 50% of the actual eligible expenses, subject to the limits and increases provided for in Article 52 of Regulation (EU) 2021/2115. The eligible actions must be executed during the 2027 annual period, in accordance with the approved operational program.
The call comes at a time of transition for the European financial framework: operational programs have a duration of between 3 and 7 years, and the aid corresponding to the annual periods from 2027 onwards is pending the specification of the European financial regulations that must provide the legal framework. For the Catalan fruit and vegetable sector, this line of aid is key to maintaining the competitiveness and sustainability of holdings in a context of climate change and the redefinition of the common agricultural policy for the 2028-2034 period.
