Catalana de Biogás 10 requests a biomethane plant in Traiguera

The company Catalana de Biogás 10, SL has requested a declaration of community interest (DIC) for industrial and productive activities for a biomethane plant on non-urbanizable land in the municipality of Traiguera. The Diari Oficial de la Generalitat Valenciana publishes this October 6, 2026, the opening of the public information process, with a period of twenty business days to submit observations. The file number is GVA-DIC-4542978.C20260221.

A biogas and biomass plant on three plots of polygon 99

The request is processed under article 211.1.e.4º of the consolidated text of the Law on land use, urban planning, and landscape, approved by Legislative Decree 1/2021, of June 18 (TRLOTUP). The declared objective is biogas and biomass production facilities, as well as their evacuation infrastructures, if any, under the designation of a biomethane plant.

The proposed site comprises three plots of polygon 99 in the municipal district of Traiguera:

• Plot 22, cadastral reference 12121A099000220000JT.
• Plot 23, cadastral reference 12121A099000230000JF.
• Plot 39, cadastral reference 12121A099000390000JH.

The announcement is signed by the Territorial Urban Planning Service of Castellón, dependent on the Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery, the body to which the processing of the declaration is addressed.

Twenty business days to appeal and consult the file

Once the request has been admitted for processing, and in accordance with article 223.4.a) of the TRLOTUP, a public information period of twenty business days is opened. The count begins the day following the publication of the announcement in the Diari Oficial de la Generalitat Valenciana, that is, starting from October 7, 2026.

During this period, interested parties may:

• Consult the declaration of community interest file, along with its landscape integration study, on the website https://mediambient.gva.es/es/web/urbanismo, in the DIC Consultation section.
• Submit in writing any observations they deem relevant.
• Address the writings to the Territorial Urban Planning Service of Castellón, at Avenida del Mar, no. 16, Castellón de la Plana.

The announcement is dated in Castellón de la Plana on September 15, 2026, and is signed by Fernando Renau Faubell, head of the Territorial Urban Planning Service of Castellón.

Other biomethane plants being processed in the province

The one in Traiguera is not the only facility of this type seeking urban planning fit in the province of Castellón. The Diari Oficial de la Generalitat Valenciana of September 22, 2026, published public information announcements for similar requests:

• Reval Maestrat, SL, for an organic waste recovery plant, biomethane production, and connection pipeline to the gas network on plot 2 of polygon 17 of the non-developable land of San Jorge (file GVA-DIC-4529612.C20260187).
• Valorizadora Agropecuaria de Vall d’Alba, SL, for an agricultural waste management plant via anaerobic fermentation in polygon 8 of Vall d’Alba (file GVA-DIC-4532176.C20260192).

In both cases, the same procedure was applied: declaration of community interest, landscape integration study, and twenty business days of public exhibition before the Territorial Urban Planning Service of Castellón.

Why it matters

The declaration of community interest is the mechanism that allows the authorization of industrial and productive uses on non-developable land; therefore, its processing decides whether the biomethane plant in Traiguera can be established on rural lands of polygon 99. The appeals period is the only formal window for neighbors, owners, and affected entities in the area to present technical or environmental objections before the administration resolves file GVA-DIC-4542978.C20260221.
