Castuera approves its 2026 budget with the amortization of positions

The Castuera City Council has definitively approved the general budget for the 2026 fiscal year, amounting to 9,478,010.26 euros in income and expenditures, along with the personnel roster which incorporates the amortization of five Local Police officer positions and several labor positions. The agreement, adopted by the Plenary in the session of July 30, 2026, is published in the Official Gazette of the Province of Badajoz number 166, dated August 31, 2026, via announcement 3409/2026.
The initial approval took place in the plenary session of July 30, 2026, in accordance with article 169.3 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. As no claims were filed during the public exhibition period, the budget was made definitive by virtue of article 169.1 of the same regulation. The document is signed by the mayor-president, Francisco Martos Ortiz.
A budget of 9.47 million
The budget of the Castuera City Council is balanced at 9,478,010.26 euros. In the income chapter, current transfers stand out with 4,792,156.75 euros, and direct taxes with 2,456,213.21 euros. On the expenditure side, the largest item is personnel, with 5,754,551.02 euros, followed by expenses for current goods and services with 2,133,200.70 euros, and real investments with 1,018,895.19 euros.
The budget is completed by two dependent entities:
- Salón del Ovino (consortium): 167,000 euros in expenses and income.
- Universidad Popular de Castuera (autonomous body): 69,400 euros in expenses and income.
Amortization of positions in the roster
The job roster for 2026 includes the amortization of several positions, with a direct impact on municipal services and local employment. Among the career civil servants, the five Local Police officer positions expressly indicated in the annex are amortized, while the rest of the scale is maintained with seven officers, two on special assignment and one in semi-retirement.
The following labor positions are amortized in 2026:

- Delivery and Notification Officer
- Sports Facilities Maintenance Operator
- Sports Instructor
- Radio Assistant
- Multi-Service Maintenance Laborer
- One Librarian position (the vacancy)
- One Messenger Laborer (RM)

Roster and exclusive dedication
The staff of the Castuera City Council maintains, among others, the positions of Secretary, Comptroller, and Treasurer, as well as three administrative staff, one officer, and several Local Police officers. The contractual staff includes two architects, six administrative assistants, one rural guard, a sports coordinator, a coordinator for the municipal radio station, and the staff of the municipal residence (RM), among others.
The corporation has two councilors with exclusive dedication, while the autonomous body Universidad Popular has a training coordinator and the Salón del Ovino consortium has a technical director for the fair institution, both as permanent contractual staff.
Impact on municipal services
The final approval of the 2026 budget consolidates a staff cut that affects essential services such as public safety, cleaning, the maintenance of sports facilities, and the municipal radio station. The amortization of the five Local Police officer positions and the aforementioned contractual posts represents a reduction in personnel that the residents of Castuera will notice in the daily provision of municipal services, within a context of personnel expenditure containment, which constitutes the largest item in the budget.
